Fischer wrote letters of support to U.S. Secretary of Transportation Sean Duffy and Administrator of the Federal Railroad Administration David Fink for these projects.
These federal investments will be directed to three projects in Nebraska:
NKCR will receive $21,149,520 to rehabilitate the 49-mile Imperial Subdivision between Culbertson and Imperial, Nebraska, address critical track deficiencies, and restore the line to a state of good repair. The project will preserve the long-term viability of the line, with a comprehensive tie replacement program that will replace approximately 1,200 ties per mile.

Fischer Welcomes U.S. Energy Secretary, EXIM CEO to Elk Creek

Elk Creek holds the highest-grade niobium resource in North America, the second largest indicated rare earth resource in the nation, and one of the largest scandium resources in the world.

Fischer, Energy Secretary Talk Biofuels with Ag Industry

Good afternoon and welcome to our witnesses who are joining us to discuss outside perspectives on Golden Dome for America.
Our homeland is not a sanctuary. Our adversaries are developing and fielding long-range capabilities specifically designed to challenge and evade the limited defenses currently deployed.
These include cruise missiles, hypersonic weapons, and large drones – threats that fall below the threshold of a full nuclear attack, yet could still provide devastating damage to our ports, critical infrastructure, and military installations.
We do not have an effective counter to these threats, and we cannot afford to remain complacent. Our adversaries must never believe that they can coerce us with the threat of a limited, conventional missile attack on the United States. Which is why this subcommittee has been clear for years – on a bipartisan basis – that the United States needs a more comprehensive integrated air and missile defense system.
This administration has supercharged these efforts. The Department [of War] is finally prioritizing homeland defense, has requested the resources needed to rapidly develop and field new systems, and has granted General Guetlein with all the authorities necessary to realize this vision as the Direct Reporting Program Manager for Golden Dome for America. I greatly appreciate General Guetlein's close communication with this committee, and I'm confident that he's building out an architecture that will provide the United States with much better coverage against a greater variety of threats.
He's committed to working with industry to lower costs, explore innovative ideas, and deliver capability as quickly as possible. Golden Dome completed its first successful test in June, and I look forward to hearing about future tests when our committee will be formally briefed in November.
Most of the details of the architecture are highly classified, and rightly so. We do not want our adversaries to know the exact contours of Golden Dome. Unfortunately, keeping these details from the public has led to irresponsible speculation - often based on false assumptions - about what Golden Dome will look like and what it will cost the taxpayer.
Mr. Mosher, I understand that CBO's [Congressional Budget Office] cost estimate released earlier this year was underpinned by assumptions CBO made based solely on the limited language from President Trump's Executive Order and does not reflect any of General Guetlein's subsequent decisions about the overall program architecture, his engagements with industry to lower 'cost-per-shot', or how he plans to sequence the introduction of capability over time and leverage emerging technologies. I look forward to continued engagements with CBO on more informed analyses in the future.
However, there is plenty we can talk about in this setting, and I look forward to hearing from the expert witnesses today about their views on what the Department should prioritize in Golden Dome.

Fischer Votes for Ricketts’ Stop Insider Trading Act

WASHINGTON – Today, U.S. Senator Deb Fischer (R-NE) voted for the Stop Insider Trading Act, introduced by Senator Pete Ricketts (R-NE) and cosponsored by Fischer, to prohibit Members of Congress from purchasing publicly traded stocks. It also includes a provision of the SAVE America Act requiring photo identification to vote.
"Senator Ricketts has tackled insider trading to rebuild public trust and make sure Congress plays by the rules," Fischer said. "I was proud to cosponsor and vote for this bill. Chuck Schumer, meanwhile, rallied Senate Democrats against it despite claiming to oppose insider trading and support photo ID to vote. It's disappointing Senate Democrats refused to support this commonsense bill."
The Stop Insider Trading Act prohibits Members, their spouses, and their dependent children from purchasing any new stocks in publicly traded companies. It also requires public notice at least seven days, but no more than 14 days, in advance of any sell.
The bill establishes a penalty of $2,000 or 10 percent of the investment value, whichever is greater, as well as the forfeiture of any net gain realized from any sale.
The Stop Insider Trading Act was introduced in March of this year and is companion legislation to House Administration Committee Chairman Bryan Steil's legislation introduced in the House of Representatives in January of this year.

Fischer Votes to Protect Consumers from Data Center Energy Costs

Fischer is a cosponsor of the legislation.
"We've heard concerns from Americans across the country about the impact data centers could have on their energy bills," Fischer said. "Senator Husted has worked hard to address this, but Senate Democrats put politics over a real solution. I was proud to cosponsor and support the bill, and I remain hopeful we can still get it to President Trump's desk."
The Ratepayer Protection Act overwhelmingly passed the U.S. House of Representatives on September 16, 2026, by a vote of 417-3.
The legislation creates a standard that states can consider when connecting new large-load data centers or hyperscalers with 100 megawatts or more of peak demand at a single facility. This standard is based on three provisions:

M. President,
The last time Congress passed a full Farm Bill was 2018.
Eight years ago. That law expired in 2023. We should have passed a new bill then, but Congress has only passed short-term extensions.
A lot has changed over the past eight years. The farm economy looks vastly different. To be frank, America's farmers and ranchers are struggling. Drought, high input costs, and low yields have made it a trying time.
I heard some of these concerns firsthand in August during a livestock roundtable in Crawford, Nebraska. I also heard this at our state fair, where I listened to ag producers from across Nebraska. These producers are in dire need of a modern Farm Bill.
We owe it to them – the people who feed, fuel, and clothe us all – to enact policies that promote stability and markets to sell their products. I keep this goal front and center as a member of the Senate Agriculture Committee.
I'm proud to say that – last week – we advanced the Farm Bill out of committee. We are one step closer to giving America's farmers and ranchers the long-term certainty they need. But I am disappointed in how long it took to get here. We first tried to move the Farm Bill in July.
The Ag Committee took a vote, but it failed. Every Republican voted yes. Every single Democrat voted no.
This was particularly disappointing given that this year's Farm Bill includes numerous priorities led by Democrats. Republicans worked in good faith to include their legislation to help producers in their states. I'm proud of the bipartisan priorities in this bill. I worked with Chairman Boozman to build policies that support a safe, steady supply of food, fuel, and fiber.
Importantly, our bill includes locking in permanent year-round E15. This is one of the most direct ways Congress can provide relief without subsidies — by strengthening domestic demand for corn and ethanol. We cannot continue to operate on the current waiver system.
For eight years now, we've needed a presidential waiver for E15 to be sold during summer time. These waivers have been granted every year. But this uncertainty makes it harder for producers and retailers to invest and plan.
Permanent year-round E15 would create a consistent, predictable market. It would allow farmers, ethanol plants, and fuel stations to operate with confidence. Our biofuels producers and retailers need certainty. They deserve a stable market 12 months out of the year.
I've been fighting for this for more than a decade. It is long overdue.
Unfortunately, there is a lot of misinformation circulating around E15. Let me be clear: this is not a government mandate. It simply gives fuel retailers the choice to sell E15 at their gas station. It gives consumers the choice to fill up with E15 at the gas pump and save some money. And the Environmental Protection Agency confirmed that E15 is completely safe in cars made in 2001 or later.
E15 expands domestic fuel options using American-grown corn. This reduces vulnerability to global supply shocks. A more diverse energy mix of oil, gas, renewables, nuclear, and biofuels makes the United States harder to pressure and more resilient in times of conflict or disruption.
In addition to E15, this year's Farm Bill includes my Precision Ag Package – three bills that will help America's producers harness the full potential of precision agriculture. We need to make it more affordable for our farmers and ranchers to access these cutting-edge tools. In turn, we can help their operations become more productive, efficient, and less resource intensive.
This Farm Bill also includes my legislation to prevent future food shortages in tribal nutrition programs. By incorporating input from tribes on contracting decisions, we can strengthen this important resource for communities that depend on it.
Additionally, I secured a provision to safeguard federal conservation funds from being exploited by America's adversaries. This will protect U.S. taxpayers and our domestic manufacturers from being taken advantage of.
Finally, I am pleased to see Senator Ricketts' FENCE Act included – a bill that I co-sponsored. It will give farmers and ranchers flexibility to use virtual fencing as they rebuild and recover from natural disasters. This is especially helpful after the historic, devastating wildfires that blazed across Nebraska earlier this year.
All these provisions are needed. Together, they make the 2026 Farm Bill a strong piece of bipartisan legislation that truly serves our farmers, ranchers, and rural America.
As a committee, we did the work. We agreed to include good bills from both Democrats and Republicans. We built strong bipartisan support for year-round E15. We offered a fair compromise on SNAP cost-share concerns.
We compromised on many items. Now, we need to get this done. Let's pass the Farm Bill. Let's give America's farmers and ranchers the stability they need.

Fischer Introduces Bipartisan Bill to Improve VA Hiring, Retention of High-Skilled Doctors
Position: Senators Fischer, King, and Blumenthal support legislation that would allow the VA Secretary to issue waivers permitting VA medical directors to exceed existing salary caps for physicians, enabling the VA to compete with private-sector compensation and improve recruitment and retention of doctors.
WASHINGTON – Today, U.S. Senators Deb Fischer (R-NE), Angus King (I-ME), and Richard Blumenthal (D-CT) introduced the bipartisan VA Salary Cap Waiver Adjustment Act to allow the U.S. Secretary of Veterans Affairs to issue waivers to VA medical directors allowing them to exceed existing salary caps for the hiring and retention of physicians.
"Hiring and retaining skilled physicians is a serious challenge within the VA and it needs to be addressed now,"Fischer said. "Giving the VA flexibility to retain medical professionals will help it compete with private-sector salaries and ensure veterans receive high-quality care. I thank Senators King and Blumenthal for their leadership, and I will continue working to support Nebraska's veterans."
"Our men and women in uniform served our country with patriotism and without conditions, and they deserve medical attention with a minimum of red tape," King said. "The VA Salary Cap Waiver Adjustment would allow VA facilities to have a more competitive salary structure that will maintain high levels of care for our veterans and reduce the odds that the VA lose doctors to higher paying opportunities elsewhere."
"VA's current salary cap is outdated and counterproductive — hindering the Department as it competes with the private sector to hire doctors," Blumenthal said. "Our bipartisan bill gives VA authority to raise physician salaries. As the cost of living continues to skyrocket, VA needs this authority to recruit and retain the best doctors around to serve veterans."
The VA Salary Cap Waiver Adjustment Act would allow the VA Secretary to issue as many waivers as necessary and give VA medical facilities the ability to compete with the salaries of private healthcare jobs.
This legislation is supported by Vietnam Veterans of America, the Veterans of Foreign Wars (VFW), Disabled American Veterans (DAV), the Wounded Warrior Project (WWP), and the American Legion.
The United States Congress passed, and the president signed the bipartisan Elizabeth Dole Act in December of 2024. This legislation allowed the VA to exceed salary caps for a limited number of highly trained physicians and for a limited time.
Last month, Fischer welcomed VA Secretary Doug Collins to the Omaha VA Medical Center, where they discussed this issue.

On congressional support for Golden Dome:
"There is still a lot of work that has to be done. We've always had really strong bipartisan support on the Armed Services Committee when it comes to working together to identify threats and meet the needs that the Department and the military have presented to us. …
"First of all, we need to get the information that we need, but we also need to have a better understanding of just what Golden Dome involves.
"I think a lot of times people forget that in our 2024 NDAA, which came out of the Senate Armed Services Committee, we had a provision to do a study on a layered missile defense system. When President Trump came into the White House, he made it Golden Dome, but it started within Congress. I think that's important to remember because it shows you the level of commitment that's there.
"As we move forward, we're going to need better information. We were talking backstage a little bit about [Congressional Budget Office] scores and how unrealistic some of those can be sometimes. I think that's due to the fact that there isn't a clear understanding of this layered defense that we're looking at when it comes to defending our homeland."
On whether the current plans for Golden Dome are 'good enough':
"Well, right now we aren't defending [our homeland], so that's not good enough.
"Sure, we can defend against a massive strategic attack on this country. We can deter. That's our defense. …
"We need to present our president with options, and we need to be able to defend our homeland. That's when we have a good enough defense of our homeland, so we don't get into a situation where we're looking at massive destruction."
On Golden Dome's role in a potential future Pacific conflict:
"I personally believe it's better to have friends. It's better to have allies, and we need to make sure they understand that we're there for them as well. When we work together, we're stronger.
"I think it's also better that we inform the people of this country to a greater extent about some of the threats we face.
"It was very telling when the Chinese balloon came over the country and we saw the reaction of citizens here in the United States. Some of the reactions I heard in Nebraska and elsewhere in the country as I traveled were: 'When was it detected? Why didn't you just take it down right away? What was on it?'
"… They should also be aware that we are working to make sure this country is defended and that we do have the information.
"… I've pushed, as a member of the Armed Services Committee, to declassify some material so people have a better understanding. But we also want people to be assured that this country can and will defend itself.
"We will not back off from that. … We continue to look at current assets that we can use, but also at what's ahead for us with new technology. What can we tap into in order to meet what these two generals have discussed as the needs of the country to defend against anyone who has mischief in mind?"
On sustained federal funding for Golden Dome:
"To sustain a commitment through different administrations, different majorities, and different changes in our country — we've seen fallout from that across the board in the past.
"I'm worried about it. I'm worried about it right now, to be honest with you, when it comes to being able to fund what we need.
"I'm a supporter of the $1.5 trillion [defense budget]. That's what we need.
"I'm also a supporter of it going through regular order, going through an appropriations process, having committee and subcommittee hearings, having transparency, being on the record with your votes, and laying it out so that an administration can then follow it, and you can see that commitment."
On educating the public on why Golden Dome is needed:
"We have to have not just the buy-in from Congress to support our military and the defense of this country, but the buy-in from the people of this country as well.
"That goes back to having them understand the threats, understand the needs, and understand the resources that are being committed to address all those needs — and having it be transparent and accountable."

WASHINGTON – Today, U.S. Senator Deb Fischer (R-NE), a member of the Senate Agriculture Committee, voted to advance the Farm Bill out of committee. The legislation passed with a vote of 12-11 and includes several of Fischer's priorities.
"We are one step closer to getting a full Farm Bill done for producers in Nebraska, and across the country," Fischer said. "I am proud to have led the effort to get E15 included in this strong, bipartisan bill, and secure many of my top priorities for the ag industry and rural America. I thank Chairman Boozman for his leadership and unwavering support for farmers and ranchers who are in dire need of a modern Farm Bill."

Increasing Tribal Input on Nutrition Act
Amendment to allow USDA to prevent conservation program dollars from going to foreign adversary companies of concern
