It’s time for the federal government to follow Texas’ example and make energy deregulation the national standard,” said Congressman Goldman. “I’m excited to work with Senator Risch to codify this incredible executive order from President Trump. These policies will expedite project approvals, reduce wasteful spending, and lower energy costs for all Americans.” The Zero-Based Regulatory Budgeting to Unleash American Energy Act would: Require the Department of Energy (DOE), Department of the Interior (DOI), with specific sub-agencies therein, and the Federal Energy Regulatory Commission (FERC) to implement sunset clauses on existing energy regulations Require agencies to conduct a thorough review and a public comment period before extending energy regulations for up to five years Require a five-year sunset provision on all future energy regulations Background: Decades of federal rulemaking have produced nearly 200,000 pages of regulations in the Code of Federal Regulations (CFR). The magnitude of federal regulations significantly restricts U.S. energy industry production and increases energy costs for Americans. On April 9, 2025, President Trump issued an executive order to repeal the burdensome regulatory framework that constrains Americans’ prosperity. This bill helps expand high-speed internet access to rural communities and military bases by cutting redundant federal permitting requirements. “For too long, access to high-speed internet in rural communities and military bases has been held back by federal red tape,” said Congressman Craig Goldman. “The S.P.E.E.D. for Broadband Infrastructure Act streamlines the permitting process so we can deliver faster and more reliable internet access across the nation—spurring economic growth and strengthening our national security.” Background: Redundant federal reviews can delay broadband projects by up to 5 years. When companies build new broadband infrastructures—such as utility poles and towers—on federal property, they are required to complete federal environmental and historic preservation reviews; however, upgrades to existing structures require companies to repeat the same federal reviews. Removing unnecessary federal reviews will expand high-speed broadband access. The S.P.E.E.D. for Broadband Infrastructure Act will: Eliminate redundant federal environmental and historic preservation reviews for broadband projects that expand or upgrade infrastructure previously approved. Exempt broadband facilities from federal environmental and historic preservation reviews if another communication facility on the same property has already been approved. We thank President Donald Trump, Prime Minister Benjamin Netanyahu, and negotiators in allied and partner nations for their tireless efforts in service of peace over these past two years. Once all the hostages still held by Hamas are released, the Abraham Accords Caucus looks forward to reconvening Israel and its Arab partners in support of lasting peace, the disarming of Hamas, and rebuilding on foundations of stability and tolerance so that our ally Israel will never again be threatened. “This devastating war began just over two years ago when Iranian-backed Hamas terrorists invaded Israel, brutally slaughtered nearly 1,200 people and took 251 hostages, including Americans. The past two years have seen tragic devastation and many false starts toward peace. WASHINGTON, DC — Congressman Craig Goldman (R-TX) has introduced the Homeowner Energy Freedom Act, a bill that repeals three costly provisions of the Inflation Reduction Act (IRA) that restrict consumer choice and drive up the cost of home appliances. The Biden administration’s green energy mandates aim to end the use of gas appliances, forcing consumers to switch to electric alternatives. These three provisions within the IRA cost taxpayers more than $5.7 billion. “Americans should have the freedom to choose how to cook their food and heat their homes. That’s why I am introducing the Homeowner Energy Freedom Act to repeal the Biden administration’s extreme green energy mandates that would effectively ban gas stoves and appliances,” said Congressman Craig Goldman. “The Homeowner Energy Freedom Act restores homeowners’ choices in home appliances, removes costly regulations, and eliminates wasteful federal government spending.” Background: The Homeowner Energy Freedom Act repeals sections 50122, 50123, and 50131 within the IRA that reduce consumer choice and cost taxpayers billions of dollars. Additionally, it will rescind all unobligated funding under Sections 50122 and 50131. Section 50122: Appropriates $4.5 billion to the Department of Energy to establish a new high-efficiency electric home rebate program Section 50123: Appropriates $200 million to the Department of Energy to establish home energy efficiency contractor training grants Section 50131: Appropriates $1 billion to the Department of Energy to provide financial assistance to states and localities to adopt the latest energy conservation building code and so-called zero-energy building energy codes According to the National Association of Home Builders (NAHB), these mandates cost new homebuyers up to $31,000. President Trump Signs Rep. Goldman’s Bill to Repeal Costly Energy Regulations

WASHINGTON, DC — Today, Congressman Craig Goldman (R-TX) released the following statement. “I’m honored to have been in the Oval Office today to witness President Trump sign H.J. Res. 75 into law. This bill will help lower the cost of living for Americans across the nation. H.J. Res. 75, which I authored in the U.S. House, repeals the Biden administration’s costly government regulations that would have raised prices on all American consumers,” said Congressman Craig Goldman. “I appreciate Senator Moody for leading the measure through the Senate. I will continue to work to rein in government overreach and burdensome regulations to keep costs down for the citizens of the United States.” Last month, Senator Moody led the companion bill in the U.S. Senate. “In the last few days in office, the Biden-Harris administration attempted to jam through their partisan green new scam agenda onto consumers and businesses through regulations. H.J. Res. 75, enacted under the Congressional Review Act, repeals the Biden administration’s energy conservation standards for commercial refrigerators and freezers. The Department of Energy estimated that these regulations would impose an $8 billion burden on manufacturers and small businesses by requiring costly equipment redesigns and manufacturing upgrades. Ultimately, these costs would be passed on to consumers through higher prices.
