Local Communities & Bird Habitat Stewardship Act of 2026
A bill to require the Federal Energy Regulatory Commission to extend the time period during which licensees are required to commence construction of certain hydropower projects.
Position: Introduces legislation that would bar individuals without lawful status or employment authorization from obtaining commercial trucking licenses, require English-language proficiency testing for drivers, address fraud, and impose enhanced penalties on motor carriers that knowingly employ ineligible drivers.
Washington, D.C. — Congressman Brandon Gill (R-TX) today introduced Barron’s Law to ensure that illegal aliens cannot obtain trucking licenses. The legislation would strengthen commercial trucking safety by ensuring drivers have lawful status or proper employment authorization, requiring English-language proficiency testing, crack down on fraud, and impose enhanced penalties on motor carriers that knowingly use ineligible drivers.
This bill is named after 8-year-old Barron Ritchey of Pilot Point, Texas, who was killed in April 2023 on I-35 near Hillsboro when a wheel hub and dual tires flew off a tractor-trailer operated by RTD Carriers and struck the Ritchey family’s SUV as his mother drove him home from a school trip. The driver, Martin Monreal-Alvarado, had a B-1 visa that expired six months earlier.
“Barron’s death was a heartbreaking and preventable tragedy—his family should never have had to suffer his loss as a result of Democrat-era immigration failures,” said Congressman Gill. “While nothing can fix the pain of his death, this legislation aims to prevent any other Americans from dying at the hands of illegal aliens behind the wheel on our roads. We must ensure that truckers are here lawfully and speak our language.”
“Our son Barron was a joyful eight-year-old boy who loved his family and friends, playing with his dog Cowboy, and he especially loved making people laugh,” said the Ritchey family. “He had his whole life ahead of him, and there is not a day that goes by that we don’t miss his smile, his laughter, and all of the moments we should still be sharing with him. Because of our faith in the finished work of our Lord Jesus Christ and the atonement of His blood over our lives, we have the blessed assurance that we will see our son again.
“In the years since we lost Barron, we have learned that his death was not the result of just one failure, but a series of failures across our transportation and immigration systems,” the Ritchey family continued. “Many of those same issues have now become part of a national conversation about who should be allowed to operate commercial trucks on our roads and how our laws are enforced. We are grateful to Congressman Gill for listening to Barron’s story and introducing Barron’s Law. Nothing can bring our son back, but we hope that changes made in his name can help prevent another family from suffering the same unimaginable loss.”

Rep. Gill Investigates McKinsey for Promotion of Discriminatory Hiring Practices in the Workplace that Cost U.S. Billions
Position: Chairman Brandon Gill is investigating McKinsey & Company over its published DEI reports, which he argues promote discriminatory hiring and promotion practices and lack verifiable supporting data, and has requested documents and communications related to those reports.
WASHINGTON, D.C. — Task Force on Defending Constitutional Rights and Exposing Institutional Abuses Chairman Brandon Gill (R-Texas) is investigating prominent consulting group McKinsey & Company for its heavy-handed promotion of discriminatory diversity, equity, and inclusion (DEI) practices in American companies.
McKinsey published several pro-DEI reports that proactively influence American companies and fiduciaries to make hiring and investment decisions based on “diversity,” asserting that companies that hire more “diverse” candidates into management positions are more likely to see improved financial performance and productivity. In a letter to McKinsey Global Managing Partner Robert Sternfels, Task Force Chairman Gill requests McKinsey provide to the Task Force all documents and communications relating to the underlying datasets, processes and procedures, and academic review of the four DEI reports.
“McKinsey published four reports titled Why Diversity Matters (2015), Delivering Through Diversity (2018), Diversity Wins (2020),and Diversity Matters Even More (2023). These reports allege strong links between companies with increased levels of racial and gender ‘diversity,’ emphasizing that increased diversity in companies causes a greater likelihood of improved financial performance,” wrote Task Force Chairman Gill. “These McKinsey reports have been highly influential, being cited by publicly traded companies, asset managers, proxy advisory firms, and banking institutions, among others, as cause for embedding illegal racial and sex-based targets into hiring, promotion, executive compensation, and asset manager proxy voting policies.”
Researchers assessing McKinsey’s DEI reports have been unable to replicate the results, and suggest that McKinsey likely swapped the cause and effect in its DEI conclusions. The broad implementation of discriminatory DEI hiring and promotion practices has cost the U.S. economy billions of dollars in foregone revenue, including roughly $94 billion in just 2023 alone. McKinsey continues to stand by its findings, even though no such correlation between a company’s racial and gender diversity and its financial performance exists. While the Civil Rights Act of 1964 prohibits discrimination based upon race and sex, McKinsey’s DEI reports encourage companies to discriminate in that way, and are ultimately based upon unverified and questionable data. This letter is part of the Task Force’s larger investigation into harmful DEI practices and its commitment to rooting them out of American industries and institutions.
“In corporate stewardship, the California Public Employees Retirement System (CalPERS) Investment Office cited two of the McKinsey DEI reports in its explanation for voting against three board members of P.A.M. Transportation Services, Inc. who had failed to satisfy its board diversity demands. [This is one of] a few examples of the compelling influences of the McKinsey DEI reports and reflect the importance of establishing the reports’ integrity. While McKinsey has claimed the DEI studies only found a correlative link between DEI and financial outperformance, McKinsey spokeswoman and the author of four of the DEI reports Vivian Hunt publicly asserted that ‘the leading companies in our datasets are pursuing diversity because it’s a business imperative and driving real business results.’ Further, McKinsey has not publicly released its underlying datasets used to produce its DEI reports,” concluded Task Force Chairman Gill.

Reps. Gill and Correa Introduce Deputy Darren Almendarez Act
Position: The release supports introducing federal legislation (the Deputy Darren Almendarez Act) that would make knowingly possessing, purchasing, or selling unlawfully removed catalytic converters affecting interstate or foreign commerce a federal crime, with fines up to $100,000, imprisonment up to five years, and enhanced penalties for repeat offenders.
Washington, D.C. — Congressman Brandon Gill (TX-26) today introduced the Deputy Darren Almendarez Act, a bipartisan effort to crack down on catalytic converter theft. The legislation would make it a federal crime to knowingly possess, purchase, or sell a catalytic converter that has been unlawfully removed from a motor vehicle when the conduct affects interstate or foreign commerce. Violators would be subject to fines of up to $100,000 and imprisonment for up to five years, with enhanced penalties for repeat offenders. Congressman Lou Correa (D-CA) is the colead on this legislation.
“Catalytic converter theft has imposed significant costs on families, businesses, and law enforcement agencies across the country,” said Rep. Gill. “By targeting the black market for stolen catalytic converters, this legislation aims to disrupt the financial incentive behind these thefts. It is a tragedy that Deputy Sheriff Almendarez lost his life because of the crime this bill aims to prevent. My prayers are with his family.”
The legislation is named in honor of Deputy Sheriff Darren Almendarez, a Harris County Deputy, who was shot and killed while off duty when he attempted to stop three men who were stealing a catalytic converter. A similar bill named after Deputy Darren Almendarez became law in Texas, and this legislation builds on that model at the federal level. The legislation includes carve-outs for legitimate activities including:
Vehicle owners or lessees removing converters from their own vehicles;
Manufacturers, dealers, and repair facilities acting within their official duties;
Licensed and regulated recycling entities, salvage yards, law enforcement, educational programs, and other specified organizations
“California leads the nation in catalytic converter thefts. My constituents are hardworking families, and they’re getting robbed twice – once by the thief, and once by the bill to fix their car, which will cost thousands of dollars,” said Rep. Correa (D-CA). “The Deputy Darren Almendarez Act gives law enforcement real tools to go after these criminals and address this nationwide epidemic.”
"As the voice of America's prosecutors, the National District Attorneys Association supports the Deputy Darren Almendarez Act to address the significant impact catalytic converter theft has on victims, businesses, and communities,” said Nelson Bunn, NDAA Executive Director. “This legislation provides important federal tools to target the illegal market that fuels catalytic converter theft while also reinforcing state and local efforts by mandating compliance with state and local recordkeeping and identification requirements."
“The black market for stolen catalytic converters continues to drive the theft of converters and associated violent crimes in our communities,” said Bill Johnson, Executive Director of National Association of Police Organizations. “The Deputy Darren Almendarez Act, named in honor of slain Harris County Sheriff's Deputy Darren Almendarez, who was murdered while trying to stop his catalytic converter from being stolen, would provide federal, state, and local law enforcement an important tool to combat criminal enterprises trafficking in stolen catalytic converters. This legislation addresses a significant public safety issue and would serve as a significant deterrent to prevent these thefts that are so costly to families, businesses, and law enforcement. NAPO supports this important bill, and we thank Congressmen Gill and Correa for their endeavors to protect the public.”
“The loss of my husband, Deputy Darren Almendarez, changed my life forever,” said Flor Zarzoza-Almendarez, Wife of Deputy Darren Almendarez. “Every day, I live with the pain of his absence, but I also carry tremendous pride in the man he was and the oath he faithfully upheld. Darren gave his life protecting me that night as well as the community at large, and there is not a day that goes by that I don’t miss him. I am incredibly grateful to everyone who has continued to honor Darren’s memory—from our law enforcement family and elected leaders to the organizations and citizens who have stood beside me through this journey. Your support has reminded me that Darren’s sacrifice will never be forgotten. The Deputy Darren Almendarez Act means so much to our family because it represents more than legislation—it represents hope. Hope that stronger laws will help stop the criminal activity that led to Darren’s death. Hope that another law enforcement family will spare the heartbreak we have endured. May Darren’s legacy continues to protect others. Though no law can bring Darren back, knowing his name will forever stand for saving lives and holding violent criminals accountable brings our family great comfort. Thank you to every organization that has supported this effort, and to everyone who has worked so hard to make this legislation possible and ensure Darren’s service and sacrifice are never forgotten.”
"Autos Drive America supports the Deputy Darren Almendarez Act, a bipartisan, commonsense bill that will protect consumers while providing law enforcement with the tools they need to combat the rising problem of catalytic converter theft,” said Jennifer Safavian, CEO of Autos Drive America. “This legislation brings a thoughtful approach to a complex problem, and we applaud Rep. Gill and Rep. Correa’s efforts."
“We’ve seen firsthand the damage catalytic converter theft causes,” said Roger Elswick, Dealer, Elswick Automotive. “At our dealership in Baytown, [Texas], thieves hid in the bushes while new vehicles were being unloaded just so they could steal catalytic converters. That’s the reality businesses are dealing with today. This bill goes after the criminal networks driving these thefts and gives law enforcement another way to hold them accountable. I appreciate Representatives Brandon Gill and Lou Correa for leading this effort, and I hope Congress moves quickly to pass it.”
“Catalytic converter theft is a major problem across the country, and Reps. Gill and Correa are right to address it,” said the Alliance for Automotive Innovation. The Deputy Darren Almendarez Act is a commonsense bipartisan measure that will help prevent catalytic converter theft, protect consumers and strengthen law enforcement’s ability to identify offenders and hold them accountable.”

Rep. Gill Bill to Revoke Birthright Citizenship for Illegal Aliens
Position: The release states that the Citizenship Act would clarify that children of unlawful entrants who entered as part of an invasion are not entitled to birthright citizenship under the Fourteenth Amendment, and characterizes the Supreme Court's Barbara v. Trump decision as not settling the question.
Washington, D.C. — Congressman Brandon Gill (TX-26) today introduced the Citizenship Act, a bill to classify unlawful entrants and birth tourists as invaders. This legislation would clarify that the children of illegal aliens who entered our country as part of an invasion are not entitled to birthright citizenship under the Fourteenth Amendment.
“The Constitution was never intended to reward unlawful entry by automatically granting citizenship to the children of those who invaded our country,” said Rep. Gill. “If we are serious about recognizing that our nation has been invaded, then our laws should reflect that reality. We should not extend one of the greatest privileges our nation can bestow, American citizenship, to the children of those who entered our country unlawfully as part of that invasion. I’m proud to introduce the Citizenship Act in the House to remedy our code of law.”
Senator Jim Banks (R-IN) introduced companion legislation in the Senate.
“The Supreme Court’s birthright citizenship decision was an unprecedented assault on American sovereignty, and we must do whatever it takes to save our country,” said Sen. Banks. “I’m leading the Citizenship Act to reverse the effects of this consequential ruling and ensure the millions of illegal aliens that invaded our country can’t continue to exploit our immigration system.”

Supporting Groups: Immigration Accountability Project
Background:
Some have claimed the Supreme Court settled this issue, but that is simply not true. The Court's decision in Barbara v. Trump did not address whether the children of illegal aliens who entered during an invasion are entitled to birthright citizenship.
On January 20, 2025, President Trump declared that the United States was facing an invasion at our southern border. That declaration built on years of action by Texas. In November 2022, Governor Greg Abbott invoked his constitutional authority under Article I, Section 10 to defend Texas against what he identified as an invasion by foreign drug cartels and illegal immigration.
Governors across the country recognized the seriousness of the crisis. By 2024, 15 states had deployed National Guard troops to Texas to help secure the border.
In November 2025, every Republican member of the Texas congressional delegation publicly supported Governor Abbott's invasion declaration in a letter to the Departments of Justice and Homeland Security.

Rep. Gill Announces Task Force Hearing on the Future of DEI in Law Schools and the Legal Profession
Position: The release announces a congressional hearing on DEI policies in law school accreditation and the legal profession and states that DEI policies are discriminatory and harmful, and that Congress should help eliminate them.
Washington, D.C. — Task Force on Defending Constitutional Rights and Exposing Constitutional Abuses Chairman Brandon Gill (R-Texas) today announced a hearing titled “The Future of DEI in Law School Accreditation and the Legal Profession.” This hearing follows the Task Force’s July 14, 2026 hearing on discriminatory, illegal, and unconstitutional diversity, equity, and inclusion (DEI) policies in workplaces and universities. During the hearing, members will analyze how the American Bar Association (ABA) has weaponized its accreditation authority to promote DEI policies that are contrary to federal civil rights law and the negative consequences in the legal profession that result from these harmful policies. Members will also explore how Congress can help permanently eliminate DEI policies within American institutions, including the legal profession and academy.
“DEI is a cancerous ideology that promotes unlawful discrimination and steals opportunities from Americans who would otherwise earn jobs and law school admissions spots on merit. The ABA has abused its accreditation power to force harmfully racist and often illegal DEI policies and coursework in law schools across the nation. The ABA’s promotion of DEI has created poorly trained lawyers who prioritize political activism over following the law. Congress must do its part to identify harmful DEI policies within the ABA and legal profession to help root them out and ensure equal opportunity and access to justice for all Americans,” said Task Force Chairman Gill.

Rep. Gill Bill Enforces English Language Proficiency for All
Position: Introduces the English Language Proficiency Act to repeal age-based exemptions from English and civics exam requirements for U.S. naturalization applicants.
Washington, D.C. — Congressman Brandon Gill (TX-26) today introduced the English Language Proficiency Act to rescind the English proficiency and civics examination exceptions from U.S. naturalization law. The bill holds every citizenship applicant, regardless of age, to the same standard of understanding the English language, history, principles, and form of government of the United States.
“English is the common tongue that holds American communities together,” said Rep Gill. “It is of paramount importance that every American citizen be able to communicate in the same language. My bill holds everyone to the same standard already on the books, restoring equal treatment under nationalization law.”
Congress has tested newcomers' civic attachment since the Naturalization Act of 1802, which required aliens seeking citizenship to demonstrate good moral character and loyalty to the Constitution. Current law carves out an exception that lets certain elderly aliens skip the English proficiency and civics exams that every other applicant must pass. Rep. Gill’s English Language Proficiency Act repeals the age-based exemptions, closing the carve-out for good. The bill adds no new naturalization requirements. It simply holds every applicant to the same standard already on the books.

Background:
Non-English speakers at home nearly tripled over the last three decades, climbing from 23.1 million to 67.8 million people, or roughly one in five Americans, according to Census Bureau data cited by the State Department.
The Naturalization Act of 1802 requires naturalized aliens to be “of a good moral character, attached to the principles of the constitution of the United States, and well disposed to the good order and happiness of the same.” While the test of one’s attachment to the principles of the Constitution may not have been formalized until the 20th century, it has always been a condition of naturalization.
The English Language Proficiency Act amends away the age-based exceptions in 8 USC §1423. It does not add any additional conditions for naturalization.
According to the Department of State’s 2026 data, the number of people who spoke a language other than English at home nearly tripled from 23.1 million (about 1 in 10) to 67.8 million (about 1 in 5) over three recent decades, according to the Census Bureau. The top five non-English languages spoken in U.S. households also include Chinese (spoken by 3.49 million in U.S. homes, or 5.2% of such households); Tagalog (1.7 million, or 2.6%); Vietnamese (1.5 million, or 2.3%); and Arabic (1.2 million, or 1.9%). Americans are welcome to speak languages other than English, but English is our common tongue, and a shared language strengthens the civic bonds that enable communities to pursue the good.

Rep. Gill Introduces Bill to Protect American Homebuyers
Position: Rep. Gill introduced the Homeownership Eligibility Reform Act to limit FHA-insured and FHFA-securitized mortgage eligibility to U.S. citizens, and argues that noncitizen borrowers increase housing demand and costs for American buyers.
Washington, D.C. — Congressman Brandon Gill (TX-26) today introduced the Homeownership Eligibility Reform Act to restrict eligibility for Federal Housing Administration (FHA)-insured mortgages and Federal Housing Finance Agency (FHFA) securitized mortgages to only U.S. citizens.
The legislation builds on HUD’s action that limited FHA eligibility to U.S. citizens and lawful permanent residents by establishing a citizenship requirement in statute. Specifically, the bill would prohibit noncitizens from receiving FHA-backed financing and prohibits the FHFA (Fannie Mae and Freddie Mac) from purchasing or securitizing conventional mortgages on family homes when the borrower is not a U.S. citizen.
“The American housing market is failing American buyers—we’re seeing this in my district in North Texas and across the country. The home price-to-income ratio has nearly doubled in the last 50 years, with the average first-time homebuyer now at a record-high 40 years old,” said Rep. Gill. “Taxpayer-backed mortgage programs exist to help Americans, not subsidize aliens competing in an already unaffordable market. My bill works in lockstep with President Trump’s policies to reduce demand, lower costs, and put American homebuyers first.”
It is becoming increasingly difficult for Americans to purchase homes, something many consider to be a core component of the American dream and families’ primary financial asset. Housing market pressures are exacerbated in part by foreigners taking advantage of FHA loans to buy houses with little money down, increasing the demand for housing and making home ownership inaccessible for many Americans, particularly young first-time homebuyers. Gill’s Homeownership Eligibility Reform Act inverts this situation, decreasing demand, reducing costs for American homebuyers.
“Mass migration has priced American homeowners out of their own communities by spiking home prices, raising property taxes, and worsening the housing shortage. The Homeownership Eligibility Reform Act is a decisive step to reform our laws and ensure that taxpayer-backed mortgages are reserved only for American citizens. FAIR commends Congressman Gill for introducing this critical bill to put Americans first and urges its swift passage in the House of Representatives,” said Joe Chatham, Director of Government Relations at Federation for American Immigration Reform (FAIR).
"Congressman Gill’s legislation to restrict FHA and FHFA mortgages to American citizens is a long-overdue correction to a broken system actively working against our own people. For years, we’ve watched Washington allow non-citizens to exploit taxpayer-backed loans, driving up home prices and slamming the door on American families. This is unacceptable. These programs were created to help Americans buy homes, not to subsidize the entire world. This bill codifies a strict citizenship requirement, so no future leftist administration can reopen the floodgates without Congress’s approval. The American Dream belongs to Americans,” said Dr. Kevin Roberts, Heritage Action.
Federal Housing Administration loans were designed to help American citizens purchase homes for themselves and their families. But for decades, they've been used and abused by individuals they weren't made for, from DACA recipients to other aliens. While the Trump administration has done great work restricting these practices, a future president could undo it. That's why Congress must pass Representative Gill's Homeownership Eligibility Reform Act, which permanently ensures that only American citizens can have access to these crucial loans," said Aiden Buzzetti, President, Bull Moose Project

Background
Congress created the Federal Housing Administration in 1934 to promote homeownership through government-backed mortgage insurance. FHA loans allow qualified borrowers to purchase homes with reduced downpayments, helping millions of Americans achieve homeownership. The FHFA was established after the 2008 housing crisis to regulate government-sponsored enterprises related to housing. About 70 percent of the U.S. mortgage market is financed by FHFA regulated Fannie Mae and Freddie Mac.
Prior to the HUD issuing Title 1 Letter 490, non-permanent resident noncitizens were eligible to receive FHA-insured mortgages. According to data, approximately six percent of all FHA-insured mortgages were held by non-permanent resident borrowers. The average age of a first-time home buyer has risen to a record high of 40 years. In 2026, the average home price relative to median household income has risen to 7.12 up from 3.76 in 1976.

Oversight Task Force Chairman Gill Announces Hearing On DEI in American Institutions
Position: The release announces a congressional hearing on diversity, equity, and inclusion (DEI) policies and states the chairman's view that such policies can be pretexts for illegal discrimination and that Congress should bolster Trump Administration efforts to eliminate them.
Washington, DC — Task Force on Defending Constitutional Rights and Exposing Institutional Abuses Chairman Brandon Gill (R-Texas) today announced a hearing titled “Combating DEI in American Institutions.” During the hearing, members will analyze how diversity, equity, and inclusion (DEI) policies can be pretexts for illegal and unconstitutional discrimination and how employers, universities, and other institutions routinely discriminate on the basis of race, sex, and national origin. Members will also highlight how the Trump Administration has been working to abolish illegal DEI policies that harm all Americans.
“Fortune 500 companies and universities that enact discriminatory DEI policies are intentionally depriving qualified Americans of employment and academic opportunities in favor of race and sex-based discrimination,” said Task Force Chairman Gill. “Even worse, these companies and universities attempt to disguise their illegal DEI programs by renaming them and inventing new ways to discriminate against applicants and employees. Congress must do its part to bolster the Trump Administration’s actions to eliminate race and sex discrimination. I look forward to hearing from witnesses on ways to eliminate these unfair practices.”

Rep. Gill Announces Task Force Hearing on the Abuse of U.S. Immigration Policy
Position: The release announces a House Task Force hearing examining alleged abuses of the U.S. immigration system, and states that the previous administration weakened enforcement while the current administration has secured the border and is seeking to end certain temporary programs.
Washington, D.C. — House Oversight Committee Task Force on Defending Constitutional Rights and Exposing Institutional Abuses Chairman Brandon Gill (R-Texas) today announced a hearing on “Amnesty and Chaos: Abuse of U.S. Immigration Policy.” During the hearing, Task Force members will examine how prior presidential administrations and the amnesty lobby have weaponized the U.S. immigration system against Americans by dismantling immigration enforcement, pushing reckless open borders policies, paroling illegal aliens into the U.S. en masse, making programs intended to be temporary serve as de facto permanent benefits for aliens, and engaging in frivolous litigation to stall enforcement of the law. Members will also analyze current tactics the radical left is using to undermine the Trump Administration’s efforts to strengthen the immigration system and keep Americans safe.
“Pro-amnesty politicians and the radical left have abused our immigration system to the detriment of the American people. President Biden dismantled immigration enforcement to allow millions of illegal aliens to flood our country, threatening public safety and draining taxpayer-funded resources meant for Americans. Americans voted to end the Biden Border Crisis and President Trump delivered. He secured the border and is seeking to end temporary programs that pro-amnesty politicians abused for years. Now pro-illegal alien activists are engaging in frivolous litigation against the Trump Administration to allow continued abuse of the U.S. immigration system” said Task Force Chairman Gill. “Our Task Force is going after institutions who abuse the American people. Next week, we will examine how the American immigration system is being exploited and the actions Congress can take to mitigate the danger these loopholes pose.”

Rep. Gill Protects Abuse Survivors’ Right to Justice
Position: Rep. Gill supports legislation that prohibits enforcement of nondisclosure agreements and confidentiality provisions that prevent victims or witnesses from disclosing child sexual abuse, ensuring survivors can speak freely and seek justice without fear of legal retaliation.
Washington, DC — Congressman Brandon Gill (R-TX) today introduced Trey’s Law, a bipartisan effort that prohibits enforcement of NDAs or confidentiality agreements that prevent victims or witnesses from disclosing child sexual abuse. This legislation strengthens protections for victims to ensure that child abusers cannot compel them into silence. Congresswoman Julie Johnson (D-TX) is the colead on this legislation.
The bill is named for Trey Carlock, a Dallas native who was sexually abused as a child at a summer camp, silenced by a nondisclosure agreement (NDA), retraumatized through litigation, and tragically died by suicide at age 28. Current federal law (the Speak Out Act) limits pre-dispute NDAs in sexual abuse cases but does not address confidentiality provisions in settlement agreements—leaving gaps for victims of child sexual abuse.
“Survivors of child sexual abuse should be entitled to seek justice and speak freely about the tragedy they have faced, not be silenced and trapped by the law,” said Rep. Gill. “Trey’s Law ensures that victims have the right to share their story and live without fear of retaliation. I am proud to join my colleagues in protecting brave voices.”
Trey’s Law applies broadly to all agreements—past, present, and future—and preempts state laws that allow enforcement of such provisions while permitting stronger state-level protections. The bill protects victims’ rights to speak, access courts, and assist in investigations or prosecutions of abuse and trafficking without fear of civil liability.
On March 3, 2026, Senators Ted Cruz and Kirsten Gillibrand introduced Trey’s Law with bipartisan support and referral to the Judiciary Committee.
“No child who has endured sexual abuse should be forced to carry that horror in silence,” said Sen. Ted Cruz (R-TX). “Non-disclosure agreements are too often used to protect abusers, with incalculable and catastrophic consequences for their victims. We owe it to Trey to ensure that victims have the right to speak about their experiences and that contracts are not used to silence survivors. I’m grateful to Reps. Brandon Gill and Julie Johnson for introducing this bipartisan bill in the House. I remain committed to seeing it advanced and signed into law.”
“Trey Carlock’s story is a heartbreaking reminder of how silence can be forced on survivors of abuse,” said Rep. Julie Johnson (D-TX). “No one, especially a child, should be bound by a nondisclosure agreement that protects abusers and prevents the truth from coming to light. TREY’S Law is about accountability, transparency, and ensuring survivors and those with knowledge of abuse can speak freely. I’m proud to help lead this bipartisan effort with Congressman Brandon Gill to protect survivors and prevent future harm.”
"NDAs should never be a shield for child abuse,” said Rep. Lance Gooden (R-TX). “TREY's law restores the voice of survivors to hold their abusers accountable."
"No NDA should ever be used to cover up the sexual abuse of a child. Not ever," said Rep. Nancy Mace (R-SC). "These agreements have been weaponized to silence victims and protect predators. Trey Carlock was silenced by an NDA, retraumatized through litigation, and died by suicide. His story is a tragedy no survivor should ever have to face. This is exactly why we cosponsored TREY'S Law. If you were abused as a child, no contract, no matter when it was signed, can silence you. We will always stand with survivors."
