Meuser Reintroduces Legislation to Reduce Burdensome Regulations for Small Businesses

WASHINGTON, D.C. – Today, Congressman Dan Meuser (PA-09) reintroduced the Regulatory Review Improvement Act, legislation aimed at strengthening oversight of federal regulations by requiring agencies to regularly review, update, or eliminate rules that impose excessive burdens on America’s small businesses. Current law requires federal agencies to review existing regulations every ten years; however, agencies are currently permitted to postpone those reviews for an additional five years without providing an explanation. The Regulatory Review Improvement Act reforms this process by limiting review delays to no more than one year and requiring agencies to provide a clear justification for any extension. The bill also directs agencies to conduct comprehensive evaluations of existing regulations, including both qualitative and quantitative assessments. These reviews would examine the actual costs imposed, compliance burdens, and paperwork hours that have accumulated since a rule took effect. Agencies would also be required to determine whether regulations continue to serve their intended purpose or should be modified or eliminated. Under the Biden Administration, new federal regulations imposed an estimated $1.8 trillion in costs and added more than 355 million hours of annual paperwork. Small businesses are disproportionately burdened by growing compliance demands, often without the resources to comply. The Regulatory Review Improvement Act addresses this imbalance by requiring agencies to regularly reassess and justify the regulations they impose. “Federal agencies should not be implementing new regulations without fully considering how they affect Main Street,” said Congressman Meuser. “Small business owners already have enough on their plate. Unnecessary and costly regulations only make their jobs harder. When rules sit on the books for years without a real review, costs grow, paperwork piles up, and small businesses get buried in red tape. As a National Heritage Area, the region would remain a lived-in landscape, with projects led by local communities through public-private partnerships—not federal mandates. The legislation does not alter existing land-use regulations and does not grant the National Park Service any zoning authority or eminent domain power. Outdoor and heritage tourism already support nearly 2,000 jobs and generate more than $350 million annually. NHA designation would increase national visibility, attract more visitors, and unlock additional federal resources. The bill updates the inflation adjustment in the Federal Deposit Insurance Act so that deposit insurance coverage automatically grows with inflation going forward. “Deposit insurance is one of the most basic protections Americans rely on when they put their money in the bank,” said Rep. Meuser. “Families and workers saw their bank deposit insurance erode 24% under the Biden Administration, reducing the protection on their savings. This bill makes sure the coverage Americans count on today keeps its value in the future.” What deposit insurance is — and why it matters Federal deposit insurance protects the money Americans keep in their bank and credit union accounts, including checking accounts, savings accounts, and certificates of deposit. If a bank fails, deposit insurance guarantees that customers will still have access to their money up to the coverage limit, which is currently $250,000 per depositor, per institution. This protection is vital to everyday Americans. It allows families to safely keep their paychecks, retirement savings, and emergency funds in the bank without worrying about losing them if a financial institution runs into trouble. Inflation has reduced the real value of deposit insurance While the coverage limit is currently $250,000, the real value of that protection has been reduced by inflation. Meuser Introduces Bill to Lower Prescription Drug Prices

WASHINGTON, D.C. — Yesterday, Congressman Dan Meuser (PA-09) introduced the Most Favored Patient Act, legislation that would build on President Trump’s historic ‘Great Healthcare Plan’ to lower prescription drug costs and save billions of dollars for patients and taxpayers. This bill incentivizes drug manufacturers to negotiate Most Favored Nation (MFN) pricing agreements with the Trump Administration. Manufacturers that decline to agree by December 2028 would be required to provide Medicare MFN pricing for five years. Existing MFN agreements established under the Executive Order “Delivering Most Favored-Nation Prescription Drug Pricing to American Patients” would automatically satisfy the bill’s requirements. The Most Favored Patient Act also creates a permanent framework to codify and enforce future cost-saving healthcare agreements as they are reached. “For years, drug manufacturers charged Americans three times as much as patients abroad for the exact same prescription drugs, forcing our families and seniors to pick up the tab,” Congressman Meuser said. “President Trump has taken action to end that unfair system by bringing drug companies to the table and making clear that Americans, as the world’s largest purchasers of prescription drugs, deserve the lowest possible prices. I am pleased to introduce legislation that locks in those savings, builds on this historic progress, and ensures lower drug prices for all Americans.” Background on MFN: Since President Trump signed the order last May, his administration has secured agreements with 16 major pharmaceutical manufacturers to align U.S. drug prices with those paid by other developed countries. These agreements are expected to generate billions of dollars in savings by lowering negotiated drug costs in Medicare and Medicaid. The deals cover a variety of drugs and deliver significant cost reductions, including an 88% decrease in the cost of multiple sclerosis medication, a 90% decrease in the cost of Hepatitis C medication, and an 81% decrease in the cost of diabetes medicines. Before this Executive Order, Americans paid nearly three times more than patients overseas for the same medications. This policy ended that disparity by codifying the existing MFN deals, which will save the federal government billions of dollars and translate to lower prices for patients. Congressman Meuser’s legislation ensures those savings continue, so Americans receive the lowest possible prices as the world’s largest purchasers of prescription drugs. WASHINGTON, D.C. — Today, Congressman Dan Meuser (PA-09) issued the following statement in response to the U.S. Supreme Court’s ruling on the International Emergency Economic Powers Act (IEEPA) tariff authority. “For decades, the United States operated under a lopsided trade system. Our markets stayed open while trading partners imposed massive barriers on American goods — India as high as 100%, Japan as high as 300% — while we often charged just 2%. “That imbalance hollowed out American manufacturing for nearly 50 years. “Made in the USA” declined. Supply chains moved overseas. The system was tilted against American workers. “President Trump corrected the global trade order. His tariffs forced long-overdue reciprocity, and because of that leverage, those tariff barriers have now been driven to zero. America is back on a winning path. “With that in mind, it is important to be clear about what the Supreme Court’s decision on IEEPA does — and does not — do. “First, the Court did not strike down the President’s broader trade authority. The President retains extensive tariff authority under longstanding statutes, including: • Section 232 of the Trade Expansion Act (national security) • Section 301 of the Trade Act of 1974 (unfair trade practices) • Section 201 safeguards • Section 338 of the Trade Act of 1930 • Section 122 of the Trade Act of 1974 (emergency economic measures) • Other congressionally delegated trade enforcement tools “All tariffs imposed under those authorities remain fully in effect. “Second, all trade agreements and commitments secured during this period remain in place. The Court’s ruling does not unwind negotiated deals, investment pledges, LNG purchase agreements, or manufacturing commitments. “What the Court did do is remove a key leverage tool under IEEPA. That tool provided the flexibility to move quickly, impose broad reciprocal tariffs, and bring trading partners to the table. “That flexibility helped: • Secure historic trade deals across Europe, Asia, Africa, the Middle East, and South America • Attract trillions in new investment commitments • Drive large-scale purchases of American liquid natural gas • Reprioritize American manufacturing and supply chains “I respectfully disagree with the Court’s interpretation. President Nixon used nearly identical statutory language in 1971 to impose a 10% global tariff. For decades, presidents relied on emergency trade authorities to protect American interests. Today, the Court adopted a narrower view of that authority. “But this ruling does not end America First trade policy. “President Trump’s trade successes were not accidental — they were the result of strength, clarity, and willingness to use every lawful tool available. While the Court has now limited one of those tools, the President retains powerful and proven authorities to ensure our trading partners honor their commitments. “America’s leverage remains strong. Our trade relationships remain intact. The President and Republicans in Congress will continue using every lawful authority available to protect American workers, strengthen domestic manufacturing, and secure fair treatment for the United States in the global economy.” ###

WASHINGTON, D.C. — Today, Representatives Dan Meuser (PA-09) and Lou Correa (CA-46) introduced the Safeguarding Consumers from Advertising Misconduct (SCAM) Act to combat predatory online scam advertisements. The bill has a Senate companion introduced by Senators Ruben Gallego (D-AZ) and Bernie Moreno (R-OH). Online platforms have become a primary channel for scams and digital advertising fraud, including fake giveaways, fraudulent animal sales, ads for nonexistent products, government impersonation schemes, romance and health scams, and sophisticated impersonations using AI-cloned voices and stolen images that target consumers and legitimate businesses. According to the Federal Trade Commission, fraud losses in 2024 are estimated at $195.9 billion, including $81.5 billion lost by older adults. The SCAM Act requires online platforms to take reasonable steps to prevent fraudulent and deceptive ads, strengthens accountability when scams occur, and enhances enforcement of consumer protection laws by the Federal Trade Commission and state authorities. As Chairman of the Financial Services Subcommittee on Oversight and Investigations, Congressman Meuser has spent the past Congress examining the rise in financial fraud and scam activity through hearings, roundtables, industry engagement, and direct constituent outreach. That investigative work found that nearly half of scams now originate on social media platforms. While many social media companies have begun investing in scam detection and prevention tools, fraud losses continue to surge. Criminals are still able to purchase advertisements, impersonate legitimate businesses, and target vulnerable users at scale. Specifically, the SCAM Act accomplishes the following: Bans paid scam ads by holding online platforms accountable when they profit from fraudulent or deceptive advertising and fail to stop it Requires real advertiser verification and fraud detection, including ID checks, impersonation safeguards, and clear user reporting tools Forces fast action on scams, with strict timelines to investigate reports and remove fraudulent ads Enables enforcement and accountability, empowering the FTC, states, and harmed consumers “As Subcommittee Chairman of Oversight and Investigations, I learned Americans lose nearly $200 billion to financial fraud and scams; half of which originate from social media,” said Congressman Dan Meuser. “The SCAM Act is the next step in that investigation.
