The House vote follows bipartisan passage in the House Agriculture Committee, where the bill advanced 34-17 in March. Rep. WASHINGTON, D.C. — Representatives Zach Nunn (IA-03), Don Bacon (NE-02), and Gwen Moore (WI-04) today introduced the Protecting Sibling Relationships in Foster Care Act, bipartisan legislation to keep brothers and sisters together in foster care. Rep. Nunn also introduced a resolution recognizing April as National Foster Sibling Connection Month.
"When brothers and sisters enter foster care, staying together can be the difference between stability and a traumatic disruption in a young life. Kelly and I experienced this personally, adopting two daughters, two siblings, who had each other as they made a very difficult transition," said Rep. Nunn, Congressional Caucus on Foster Youth Co-Chair. "I've worked with families navigating this system — and the biggest barrier to keeping siblings together isn't willingness, it's capacity. This bill funds the foster care models that can actually keep siblings together, and our resolution makes clear that Congress sees this as a priority."
An estimated 53 to 80 percent of children in foster care are separated from at least one sibling, often because the system lacks specialized placements for large or complex sibling groups. Research consistently shows that maintaining sibling connections improves emotional stability, mental health, and long-term outcomes.
The Protecting Sibling Relationships in Foster Care Act would authorize $10 million over five years for a pilot program within the Department of Health and Human Services (HHS) to develop and expand foster care models that prioritize keeping siblings together.
“Keeping siblings together in the foster care system significantly increases their chance of having positive life outcomes,” said Rep. Bacon, Congressional Caucus on Foster Youth Co-Chair. “As a foster-to-adoptive parent of a sibling group, this bipartisan foster care package helps address the unique challenges faced by families caring for sibling groups with large numbers, wide age ranges, and complex needs. CAMBRIDGE, IA — Representative Zach Nunn (IA-03) today announced a $1 million federal investment to expand the Youth & Shelter Services (YSS) Ember Recovery Campus in Cambridge. The federal funding will support the next phase of the campus's growth, strengthening recovery and workforce training services for young Iowans facing homelessness, substance abuse, and mental health challenges.
Rep. Nunn made the announcement this afternoon at the Ember Recovery Campus alongside local leaders, community partners, and university officials from across central Iowa.
“Every young Iowan deserves the chance to get back on their feet and build a future right here at home,” said Rep. Nunn. “This new investment strengthens Ember Recovery Campus's ability to deliver comprehensive recovery services all under one roof, creating real pathways to stability, opportunity, and long-term success.”
Rep. Nunn secured the funding through the FY2026 Community Project Funding (CPF) process. The award, funded through Economic Development Initiatives, will support Phase 2 of the Ember Recovery Campus expansion.
Once complete, Phase 2 will increase supportive housing capacity and add dedicated workforce training space, a wellness hub, expanded supportive housing, and recovery-centered recreational facilities, allowing the campus to serve more young Iowans with an integrated, whole-person approach. Designed specifically for adolescents and transition-age youth, the campus addresses homelessness, addiction, and mental health challenges through coordinated care and long-term support.
The investment builds on Rep. Nunn’s broader efforts to combat substance abuse and expand access to recovery services. His bipartisan Communities of Recovery Reauthorization Act, signed into law in December 2025 as part of the SUPPORT Act, more than tripled federal funding for community-based recovery programs — reinforcing the model used at Ember.
Rep. Nunn previously secured $1.6 million in federal funding for Phase 1 of the campus, which opened one year ago today. With this new funding, total federal support for Ember now reaches $2.6 million — helping scale services, reduce waitlists, and expand access across central Iowa.

WASHINGTON, D.C. — The House Financial Services Committee today advanced Congressman Zach Nunn's (IA-03) Protecting Americans' Savings Act, legislation to ban the practice of "robovoting" and strengthen safeguards for Americans' retirement savings.
"Iowa workers and retirees invest their hard-earned paychecks into 401(k)s and pensions with the expectation that their savings will be managed in their best interests," said Rep. Nunn. "Our bill ensures those entrusted with managing Iowans' retirement funds aren't rubber-stamping investment decisions made by outside firms without review. Iowans who spent a lifetime saving deserve to know their money is being managed for their financial security — not driven by someone else's political agenda."
Currently, just two companies make recommendations on 97% of shareholder voting in the United States. Many investment managers rely on these recommendations without conducting an independent review, automatically casting proxy votes on behalf of retirement savers through a practice called "robovoting."
The Protecting Americans' Savings Act establishes clear standards requiring institutional investors to independently evaluate proxy recommendations before casting votes. Specifically, the bill:
“For too long, the ESG-Industrial Complex has pushed their agenda on public companies during proxy season, harming everyday investors in the process," said American Securities Association President and CEO Chris lacovella. "Proxy advisors are central to this problem, yet they have operated for years with little regulatory oversight or accountability. The ASA applauds Rep. Nunn for his leadership on this issue and for protecting investors from the politicized and conflicted business model of proxy advisors.”
“The proxy advisory industry operates with too many flaws and too many conflicts for their recommendations to be automatically relied upon during proxy season. The Chamber commends Rep. TAIPEI, TAIWAN — Congressman Zach Nunn (IA-03) led a congressional delegation to Taiwan to advance a landmark trade agreement that expands market access for Iowa agriculture, opens new opportunities for ethanol export, and strengthens critical defense cooperation through provisions he authored in the Fiscal Year 2026 National Defense Authorization Act (NDAA).
The visit follows a newly negotiated U.S.-Taiwan reciprocal trade agreement reached in February 2026 that is still being debated in the Taiwan legislature. In recognition of his leadership in strengthening U.S.-Taiwan economic and security ties, Nunn was awarded Taiwan's Friendship Medal of Diplomacy.

"Iowa exported more than $225 million in agricultural goods to Taiwan last year. I led this delegation to make sure Iowa farmers and producers have a seat at the table as this trade agreement moves forward," said Rep. Nunn. "In every meeting, Taiwanese officials made clear they want to be a stronger trade partner, reducing tariffs and removing barriers on the products we grow and raise in Iowa."
Expanding Trade and Delivering for Iowa Farmers
Taiwan has quickly become a top 10 market for U.S. agriculture, importing $4.3 billion in American agricultural products in 2025. The new trade agreement — signed in February and currently awaiting ratification in Taiwan's legislature — eliminates tariffs of up to 26% on key exports like beef, dairy, and corn, while removing tariffs entirely on 94% of agricultural goods.

Unlocking Ethanol Markets and Energy Security
During the trip, Rep. Nunn pushed to expand U.S. ethanol exports to Taiwan, creating a new opportunity for Iowa biofuels producers. Taiwan currently blends gasoline at E3 and is exploring a transition to E10, but produces no domestic ethanol and relies entirely on imports subject to a 20% tariff.
"If Taiwan moves to E10 and lowers trade barriers, that's a brand-new export market for Iowa corn-based ethanol that doesn't exist today," said Rep. Nunn. "Energy security and agricultural trade reinforce each other — the more Taiwan depends on American energy and American grain, the stronger this partnership becomes for Iowa producers."
Strengthening Defense and Deterrence
Rep. Nunn also authored two Taiwan-focused provisions in the FY26 NDAA to establish a U.S.-Taiwan Strategic Defense Technology Partnership focused on drones, AI, and microchips, along with enhanced intelligence coordination. Representatives Chrissy Houlahan (PA-06), Nicole Malliotakis (NY-11), Donald Norcross (NJ-01), and Laurel Lee (FL-15) joined as co-leads of the bill.
"As a father of six, I'll never have a more important title than ‘Dad.' Starting a family is one of the biggest dreams couples have, and no one should be denied that opportunity because of infertility, cancer treatments, or cost," said Rep. Nunn. "The HOPE with Fertility Services Act makes sure that fertility care is within reach for every family — not just those who can afford it or happen to have the right insurance plan. This isn't a Republican or Democrat idea — it's an American one, and I'm proud of the strong bipartisan support behind it."
For families in Iowa and across the country, infertility affects roughly one in six people, with cost remaining the single greatest barrier to care. A single in vitro fertilization (IVF) cycle can cost between $12,000 and $25,000, and many patients require multiple cycles to achieve a successful pregnancy. At the same time, insurance coverage varies widely by state and employer, leaving millions of Americans without access to the care they need to start or grow their family.
“Infertility impacts millions of families and it doesn’t discriminate. It can affect anyone who wants to start or grow a family,” said Rep. Wasserman Schultz. “I know firsthand. Thanks to IVF, my husband and I conceived our twins, now both healthy young adults. But after enduring that struggle, I’ve fought to expand insurance coverage for the prohibitively costly fertility treatments that can make this only accessible to the very few who can afford it. As a breast cancer survivor, I’m also concerned with how a diagnosis, and treatments can affect survivors’ ability to conceive or even prevent cancer from being genetically passed on. So, for many survivors with a BRCA gene mutation, like me, IVF can be a godsend.”
The HOPE with Fertility Services Act would require group health plans that cover obstetrical services to also cover infertility diagnosis, treatment, and standard fertility preservation services. This includes individuals diagnosed with conditions that prevent conception or carrying a pregnancy to term, those experiencing unexplained infertility, and patients whose fertility is at risk due to medical treatments such as chemotherapy, radiation, surgery, or other invasive procedures.
The legislation builds on actions taken by the Trump Administration to expand access to fertility care. On February 18, 2025, President Trump signed an Executive Order directing agencies to reduce fertility treatment costs. The Administration subsequently advanced discounted fertility medications through TrumpRx and issued guidance to increase employer flexibility in offering fertility benefits. The HOPE with Fertility Services Act establishes a legislative framework to complement these executive actions — particularly in the employer-sponsored insurance market, where executive authority alone cannot reach.
“So many loving couples want to start a family but struggle with infertility. With soaring out-of-pocket costs for in vitro treatment and other fertility care, Americans are oftentimes prevented from being able to have children," said Rep. Malliotakis. "Even for Americans with health insurance plans that provide some coverage, this critical treatment can be cost-prohibitive. This legislation would expand coverage and provide access to fertility treatments for millions of Americans who dream of expanding their family but have faced difficulties due to disease, ailment or unexplained infertility.”
“Insurance coverage and cost should never be a barrier to anyone’s dream of starting a family. This bipartisan bill will ensure infertility is treated like another medical condition, so people can get the care they need," said Rep. Houlahan. WASHINGTON, D.C. — Representative Zach Nunn (IA-03), a Colonel in the U.S. Air Force Reserve, joined Representative Andy Barr (KY-06) as an original cosponsor of the No Tax on Drill Pay Act, legislation to exempt pay earned by National Guard and Reserve members during drill weekends from federal income taxes.
Under current law, Guardsmen and Reservists pay federal income taxes on compensation earned during monthly drill weekends and additional training activities throughout the year. The No Tax on Drill Pay Act would eliminate federal taxes on Inactive Duty Training pay, putting more money back in the pockets of the more than 800,000 Americans who serve in the National Guard and Reserve, including more than 13,000 in Iowa.
"Our Guard members and Reservists serve on drill days, training deployments, and stand at the ready for our communities," said Rep. Nunn. "Time away from families, jobs, and home. Under current law, they pay federal income taxes on every dollar they earn doing it. I hear from Iowa Guardsmen and their families about the financial strain that comes with that commitment, and this bill is a straightforward fix: exempt drill pay from federal income taxes so more of that money stays with the families who earned it."
Rep. Nunn joined colleagues to introduce the legislation on March 13, one day after he welcomed home approximately 140 Iowa National Guard soldiers during a ceremony at Des Moines International Airport. The soldiers are part of the 2nd Brigade Combat Team, 34th Infantry Division, returning from a nearly year-long deployment in the Middle East as part of Operation Inherent Resolve.
Nearly 1,800 Iowa National Guard soldiers deployed in May 2025 to support operations against ISIS in Iraq and Syria. Hundreds have returned home in phases over the past several weeks.
"Last week, I stood with families at the 132nd Air Wing and watched Iowa Guard members reunite with loved ones after months apart," continued Rep. Nunn. "These soldiers and their families sacrifice more than most people see. Missed birthdays, long drives to drill, and weekends spent training instead of at home so they are ready to defend our communities at a moment's notice. Exempting drill pay from federal taxes is one way we can make sure their service doesn’t have an added financial burden."

The National Guard Association of the United States has endorsed the No Tax on Drill Pay Act.
