The Marc Fischer Memorial Act requires the Director of the Bureau of Prisons to develop and implement a strategy to interdict fentanyl and other synthetic drugs in mail at federal correctional facilities. The strategy must include evaluation of existing interdiction technologies, deployment of digital mail scanning equipment to achieve 100 percent scanning capacity, and procedures to deliver scanned mail copies to inmates within 24 hours and physical mail within 30 days. The Director must submit the strategy to Congress within 270 days and complete implementation within 3 years, with annual progress reports thereafter.
