Summary
The Quantum Benchmark Act directs the Secretary of Defense to establish a policy within 180 days to guide the development and acquisition of quantum computing systems for the Department of Defense. The policy must define quantum computing systems, establish a validation and verification process before acquisition, and align with the Defense Advanced Research Projects Agency's Quantum Benchmarking Initiative. After the policy is issued, the Department may not develop or acquire quantum computing systems unless they have been validated and verified under the policy, though the Secretary may grant case-by-case waivers with congressional notification.
