The Stop CARB Act of 2025 amends the Clean Air Act to eliminate California's authority to set its own vehicle emission standards and to prohibit other states from adopting California's standards. The bill repeals Section 209(b) of the Clean Air Act, which currently allows California to obtain a waiver from federal emission standards and permits other states to adopt California's stricter standards instead of federal ones. The bill also voids all existing waivers and denies any pending waiver applications. Additionally, it prohibits states from setting emission standards for nonroad engines and vehicles, such as construction equipment and locomotives.
