Summary
This bill reduces the annual pay of Members of Congress for each day a federal government shutdown occurs. Members serving after the November 2026 election would have their pay reduced by one day's salary for each 24-hour period of shutdown; members serving before that date would have shutdown-related pay withheld in escrow and released at the end of the current Congress to comply with the 27th Amendment's prohibition on varying congressional compensation during a term.
