The Rural Partnership and Prosperity Act authorizes the Secretary of Agriculture to establish two grant programs for rural development. The first program provides multiyear grants (2–5 years) to partnerships of local governments, nonprofits, for-profits, cooperatives, educational institutions, and tribal entities to coordinate federal, state, and private investment in rural areas for activities such as planning, infrastructure, and economic recovery. The second program awards competitive grants to nonprofit and private intermediaries to provide technical assistance to rural communities on grant management, housing and economic development projects, and federal funding applications.
