The SAFE VISITS Act amends the Homeland Security Act to require the Department of Homeland Security to conduct annual threat analyses—including terrorism-related threats—regarding foreign nationals seeking access to state, local, tribal, and territorial government officials, facilities, and information systems. The bill directs DHS to disseminate guidance to these governments based on the threat analysis, provide tailored outreach and vetting assistance to high-risk targets, and request debriefings after visits occur. DHS is also directed to coordinate research and development of technology to enhance information sharing for these purposes.
