This bill amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to allow states, Indian tribes, and territories to redirect unused management cost funds from closed disaster recovery projects to fund management activities for other disaster recovery, preparedness, or mitigation efforts. Excess funds—defined as the difference between authorized management costs and amounts actually spent—may be used for capacity-building and management costs associated with other disasters or preparedness measures, and remain available for five years. The bill requires a Government Accountability Office study within 180 days to assess whether current management cost allocations are appropriate and includes no new appropriations.
