Summary
The bill prohibits the Department of Homeland Security and any other federal agency from constructing, acquiring, renovating, or operating a new ICE processing site or detention center until a public notice is published in the Federal Register with at least a 30-day comment period, along with an economic impact analysis and engineering review. After the comment period, the agency must respond to significant comments and enter into a signed written agreement with local government officials and the state Governor authorizing the project. The agency must also submit a report with the executed agreement to specified congressional committees and wait at least 30 days before proceeding.
