This bill establishes conditions on federal financial assistance to regulated investor-owned electric utilities. For one year after enactment, utilities receiving federal aid cannot raise residential electricity rates above January 1, 2026 levels. For the following two years, utilities may raise rates only if they freeze or reduce compensation for their five highest-paid employees by twice the percentage-point rate increase, and must report these compensation changes to the Secretary of Energy.
