Summary
This bill amends the Clean Air Act to allow states to redesignate ozone nonattainment areas as attainment areas if they demonstrate that the area would meet federal air quality standards but for ozone or ozone precursors coming from outside the state. A governor may submit such a finding to the EPA at any time, and the EPA must concur or decline within 180 days, considering modeling or monitoring evidence of emissions from other states and foreign countries.
