This bill establishes an independent expert review panel to evaluate the Federal Aviation Administration's (FAA) safety management system (SMS) and provide recommendations for comprehensive agency-wide implementation. The panel, composed of NASA representatives, aviation labor leaders, independent safety experts, air carrier and aerospace industry representatives, and others, will review FAA orders and policies, assess SMS effectiveness across FAA lines of business, and examine safety culture and training. The panel must submit findings and recommendations to the FAA Administrator and Congress within 180 days, and the Administrator must report to Congress every 90 days on implementation status and provide detailed explanations for any recommendations not adopted.
