Summary
The bill, titled the Accelerating Reliable Capacity Act of 2026, would establish an account within the Department of Energy's Loan Programs Office to cover certain cost overruns on advanced nuclear energy projects that receive federal loan guarantees under sections 1703 or 1706 of the Energy Policy Act of 2005. Under the bill, borrowers would bear overrun costs up to 120 percent of a project's Class 2 cost estimate, after which the Director could make payments from the account, subject to project planning, reporting, and oversight requirements. The bill also authorizes $3.6 billion to be appropriated for deposit into the account.
