Summary
The bill would amend the Food and Nutrition Act of 2008 to add Puerto Rico to the Supplemental Nutrition Assistance Program (SNAP) as a state-equivalent participant, including its eligibility rules and Thrifty Food Plan cost adjustments. Puerto Rico would submit a plan of operation to the Secretary of Agriculture, who would approve it if it meets state plan requirements and then certify Puerto Rico's participation to Congress. During a transition period of up to five years, the existing consolidated block grant for Puerto Rico would continue, after which the block grant structure would be modified, including changes affecting American Samoa's nutrition assistance funding.
