Family and Small Business Taxpayer Protection Act

    92/100

    What they said

    Apr 10, 2026

Congresswoman Budzinski opposes proposed cuts to LIHEAP and Community Service Block Grants in the President's budget, arguing these programs are critical to supporting vulnerable populations including seniors and families with children. She advocates for full federal funding of LIHEAP, CSBG, and Head Start programs rather than prioritizing tax cuts for high earners.

    What they did

Voted Nay on Family and Small Business Taxpayer Protection Act

    AI analysis

Congresswoman Budzinski's statement explicitly opposes prioritizing tax cuts for high earners over funding for social programs like LIHEAP, CSBG, and Head Start. The bill rescinds IRS enforcement funding, which reduces the government's capacity to collect taxes—effectively benefiting higher earners who are more likely to face enforcement scrutiny. Her no vote on passage is consistent with her stated position against prioritizing tax-related measures over social safety net funding.

    AI analysis

Budzinski's statement opposes cuts to social safety-net programs (LIHEAP, CSBG, Head Start) and advocates for robust federal funding and agency action to support vulnerable populations. The REINS Act would require congressional approval for major agency rules and retroactively review existing regulations, potentially constraining regulatory authority and agency implementation of social programs. Her no vote on REINS passage aligns with her stated commitment to protecting federal social programs, as the bill's restrictions on agency rulemaking could impede program administration. However, the connection is indirect—the statement focuses on budget priorities rather than regulatory review processes—and REINS addresses a procedural/structural question distinct from the funding advocacy in her public remarks.

Voted Nay on Hands Off Our Home Appliances Act

    AI analysis

The statement opposes cuts to social safety-net programs (LIHEAP, CSBG, Head Start) that help vulnerable populations afford energy and other essentials. The bill loosens DOE's requirements to update appliance energy-efficiency standards and makes it easier to revoke existing standards. While the bill does not directly address LIHEAP/CSBG/Head Start funding, it could reduce federal energy-efficiency mandates that lower household energy costs—a mechanism that indirectly supports the vulnerable populations Budzinski advocates for. Her NO vote on a bill that weakens efficiency standards is generally consistent with her stated priority of protecting federal programs that help seniors and families afford energy. However, the statement focuses on direct federal funding rather than appliance standards policy, creating some granularity mismatch.

Budzinski Secures $56.7 Million in Critical Rail and Port Infrastructure Investments for Decatur and Granite City

Position: The release announces federal grants awarded to two Illinois railroads and a port for rail and port infrastructure upgrades, and states support for modernizing rail infrastructure to strengthen agricultural supply chains.

Today, U.S. Representative Nikki Budzinski (IL-13) announced that the Federal Railroad Administration (FRA) has awarded a combined $49,906,330 to two Illinois railroads in her district through its Consolidated Rail Infrastructure and Safety Improvements (CRISI) Program. The Decatur and Eastern Illinois Railroad (DREI) will receive $42,554,984, and V&S Railway will receive $7,351,346. Earlier this year, Budzinski wrote to FRA Administrator David Fink in support of both applications for the district. In addition, Budzinski announced that the U.S. Department of Transportation’s Maritime Administration has awarded $6,772,000 to America’s Central Port in Granite City under the Port Infrastructure Development Program (PIDP). “Our farmers grow some of the best crops in the world, but without reliable rail and port infrastructure, their ability to get those crops to market — and their livelihoods — are at risk,” said Congresswoman Budzinski. “This announcement is an important step toward giving our farmers the reliability and certainty they need. By modernizing aging rail infrastructure and rehabilitating a critical port access point, we can strengthen our supply chains, get Illinois crops to market, and keep our agricultural economy moving.” “The project will modernize V and S Railway’s railyard in Granite City, Illinois, by rebuilding 1942-era yard track to accommodate 286,000-pound railcars and reconfiguring the yard to serve America’s Central Port more efficiently. The project will also add a new transload spur serving A&K Railroad Materials, Inc.’s new continuous welded rail facility. This award will help transform a yard built for a different era into a safer, more efficient gateway supporting freight movement nationwide and American rail manufacturing,” said Nathan Mitchler, Vice President & General Counsel of V&S Railway. "The Port is very excited about the announcement that it will receive $6.7 million in federal funds for this rail project," said Dennis Wilmsmeyer, Executive Director of America's Central Port District. "These funds will rehabilitate the Port's only access to all of the six Class One rail carriers; a vital link to the nation. We are grateful to so many who have made this project a reality, and are looking forward to ensuring rail movement into and out of America's Central Port District for the next 25 years." The CRISI Program funds projects that improve the safety, efficiency, and reliability of passenger and freight rail, and the Bipartisan Infrastructure Law significantly expanded it. DREI moves grain from local farmers to Decatur for processing. The award will fund upgrades along this corridor, including new rail and ties, upgraded switches and sidings, improved crossings, and the rehabilitation of a key bridge. The funding will also allow V&S Railway and local partners to take full advantage of a new continuous welded rail (CWR) manufacturing facility at the site. Once operational, the facility should roughly triple domestic CWR output in Granite City and support new jobs and skilled workforce training in the region. Administered by the Maritime Administration (MARAD), the PIDP is a competitive, discretionary grant program that funds both planning and capital projects. The program aims to modernize port and freight infrastructure, ensuring it can meet anticipated growth in freight volumes while improving the safety, efficiency, and reliability of goods moving through our nation’s supply chains. PIDP grants support industry stakeholders across the country, providing critical funding to ports in both urban and rural areas. The program also includes a statutory set-aside specifically dedicated to small ports, helping them expand their capacity, move freight reliably, and drive local and regional economic growth. Budzinski Brings Home $22 Million in Federal Funding for Central and Southern Illinois Airports

Position: The release announces $22.9 million in FAA grants for St. Louis Downtown Airport and Abraham Lincoln Capital Airport and states support for modernizing regional airport infrastructure and safety.

WASHINGTON, DC — Today, Congresswoman Nikki Budzinski (IL-13) announced $22,928,305 in Federal Aviation Administration (FAA) funding for St. Louis Downtown Airport and Abraham Lincoln Capital Airport. The federal grants will go towards several construction and safety-related upgrades at both airports. “St. Louis Downtown Airport in Cahokia Heights and Abraham Lincoln Capital Airport in Springfield play a critical role in providing regional air service for our district, but they’re in need of modernization to help better serve travelers and businesses,” said Congresswoman Budzinski. “I’m excited to announce more than $22 million in federal funding that will modernize infrastructure and implement necessary safety and infrastructure upgrades at these airports. These grants ensure our regional airports can continue to serve travelers and support local economic growth.” The following projects will receive funding under the grants: “This is a critical community transportation infrastructure asset, and we are grateful for Representative Budzinski’s and the FAA’s continued support of this important project.” said Mark Hanna, Executive Director of the Springfield Airport Authority. “These discretionary awards are highly competitive, and this year’s award represents nearly ten times the Springfield Airport Authority’s typical annual allocation from the program. This extraordinary level of federal investment of airport improvement funds reflects the importance of maintaining the airport’s infrastructure and ensuring Runway 13-31 remains a safe and reliable air transportation asset for our community and the region.” “St. Louis Downtown Airport is grateful for Representative Budzinski’s continued support of the airport as an important transportation asset serving the region and contributing to our economy. The funding announced will support our ongoing Taxiway Bravo project, which is essential to maintaining a safe and efficient operating environment while also helping to drive the airport’s continued growth,” said Sandra Shore, Airport Director of St. Louis Downtown Airport. “The additional grant for the acquisition of Vehicle Movement Area Transponders will further enhance operational safety by increasing the visibility of vehicles on the airport to Air Traffic Control and providing controllers with greater situational awareness. We appreciate Representative Budzinski’s continued commitment, as well as the support of the FAA for strengthening airport infrastructure and safety at St. Louis Downtown Airport.” The grants are provided through the Federal Aviation Administration’s Airport Infrastructure Grant (AIG) Program, established through the Bipartisan Infrastructure Law. The program provides $14.5 billion over five years for investments in runways, taxiways, safety and sustainability projects, terminals, airport transit connections and roadway projects. Budzinski, Tonko, Heinrich Introduce Legislation to Ensure Federal Energy Investments Create Good-Paying Union Jobs and Benefit Workers and Communities

Position: The release supports legislation, the Good Energy Jobs Act, that would codify prevailing wage, registered apprenticeship, community benefit plan, anti-offshoring, and small or disadvantaged community investment requirements on Department of Energy financial assistance for energy projects.

WASHINGTON, DC — Today, U.S. Representatives Nikki Budzinski (IL-13) and Paul Tonko (NY-21) introduced the Good Energy Jobs Act, legislation that ensures federal investments in America’s energy future create good-paying union jobs, strengthen domestic manufacturing, and deliver meaningful benefits to the communities where projects are built. The Good Energy Jobs Act would codify labor and community-benefit standards that the Department of Energy (DOE) has used as conditions for certain federal financial assistance, ensuring that taxpayer-supported energy projects provide tangible benefits to American workers and communities. "If we want to build the next generation of American energy infrastructure, we need to empower the union men and women who are going to build it. This legislation ensures that workers are paid family-sustaining wages and have a fair shot at organizing, while also ensuring that projects drive local economic development on the front-end through clear, binding commitments,” said Budzinski. “I’m honored to lead this bill with Congressman Tonko and Ranking Member Heinrich and proud to have the support of so many labor unions who see the impact this bill will have on America's workforce and the communities their members call home.” “I’ve always believed that investing in people and communities is the surest way to strengthen our economy,” Tonko said. “Our Good Energy Jobs Act takes that principle to heart, building on the successes of our Inflation Reduction Act and Infrastructure Investment and Jobs Act with strong labor standards that create good-paying, union jobs and drive community development. Our legislation envisions a future where the Department of Energy isn’t just an ATM for project developers, but a partner in building a more prosperous economy for everyone. I’m thankful to my colleagues for standing with me to introduce this legislation, and urge Congress to join us in advancing this commonsense bill.” DOE investments and financial assistance have helped catalyze significant private investment in energy projects across the country, establishing strong labor standards and community benefit plans. The Good Energy Jobs Act would make these standards permanent by codifying labor and community benefit requirements for energy jobs by mandating that DOE financial assistance supports high-quality jobs, broad community benefits, domestic manufacturing, and investments in small and disadvantaged communities. Applies prevailing wage and registered apprenticeships requirements to construction, maintenance, and repair projects that use DOE funding. Requires community benefit plans that support initiatives like workforce training, local hiring, union partnerships, and direct commitments to nearby communities and residents. Prohibits offshoring the manufacture of products developed or commercialized using DOE assistance. Ensures a significant portion of federal energy funding benefits small or disadvantaged communities. Senator Martin Heirich (D-NM), Ranking Member of the U.S. Senate Energy and Natural Resources Committee, is leading companion legislation in the Senate."My dad was an IBEW lineman, and he spent his career helping keep the lights on for our community. His union job gave him the ability to provide for our family, buy a home, and give my siblings and me opportunities that neither of my parents had growing up. That's what a good energy job can do: it doesn’t just power our homes and our economy — it can power the American dream,” said Heinrich. “That’s why, when we invest taxpayer dollars in America’s energy future, those investments should create good-paying jobs, strengthen American manufacturing, and deliver real benefits to the communities where projects are built. My Good Energy Jobs Act builds on what has worked by making sure federal energy investments benefit the workers who build these projects and the communities that host them — not just the companies developing them.” The Good Energy Jobs Act is endorsed by the International Brotherhood of Electrical Workers (IBEW), the Laborers’ International Union of North America (LIUNA), Industrial Division of the Communications Workers of America (IUE-CWA), United Steelworkers (USW), International Association of Sheet Metal, Air, Rail, and Transportation Workers (SMART), Iron Workers International, International Brotherhood of Teamsters, United Association of Journeymen and Apprentices of the Plumbing and Pipefitting Industry of the United States and Canada (UA), BlueGreen Alliance, National Wildlife Federation (NWF), League of Conservation Voters (LCV), Sierra Club, and ReImagine Appalachia. “Too often Washington fails to consider workers when making decisions on how federal dollars are spent. Fortunately, the Good Energy Jobs Act makes clear that the money Congress spends is accountable to the taxpayers. This legislation builds on the legacy begun under the Investing in America agenda by requiring Department of Energy investments to include real enforceable labor standards, like Project Labor Agreements, prevailing wage, and neutrality. These standards ensure that workers who are building our nation’s energy infrastructure can support their families and communities. On behalf of IBEW’s over 900,000 members, I thank Senator Heinrich and Reps. Budzinski and Tonko for standing with working families and introducing the Good Energy Jobs Act,” said Kenneth W. Cooper, President of the IBEW. "LIUNA is proud to support the Good Jobs Act of 2026. By building on the proven labor standards established under the Inflation Reduction Act, this legislation will help ensure federal energy investments create good, family-sustaining union careers. Project Labor Agreements, registered apprenticeships, and prevailing wages strengthen our workforce, our industry, and the communities where these projects are built. We thank Senator Heinrich and Reps. Budzinski and Tonko for their leadership and steadfast commitment to America’s working families,” said Brent Booker, General President of LIUNA. “The transition to clean energy offers an opportunity to strengthen our communities, build a domestic manufacturing supply chain, and create good union jobs supporting families across the United States. But we cannot reach this goal if green energy manufacturing depends on foreign production or if workers face union-busting and poor job conditions,” said Carl Kennebrew, President of the IUE-CWA. We appreciate Senator Heinrich and Representatives Tonko and Budzinski for taking a positive step with their ‘Good Energy Jobs Act of 2026' which ensures clean-energy investments lead to good union jobs, stronger local communities, and true Made-in-America green energy.” “As a nation, we should ensure that whenever possible, our tax dollars go toward creating good-paying, family supporting jobs, especially the billions of dollars in taxpayer support the Department of Energy provides companies across the country. Our union proudly supports the Good Energy Jobs Act, which builds on existing labor standards and community benefit agreements to improve the lives and communities of the workers who power America,” said Roxanne Brown, President of the USW. “The Good Energy Jobs Act provides crucial support to create a skilled workforce and an engaged community.” said Jason Walsh, Executive Director of BlueGreen Alliance. “Community support and workforce development are fundamental to a high-quality and efficient build out of our grid. This bill is exactly the kind of legislation our nation needs to get more energy projects done while demand is at an all-time high.” “The Good Energy Jobs Act would require that federal clean energy spending creates meaningful protections for workers and tangible benefits for communities,” said Shannon Heyck-Williams, Associate Vice President of Climate and Energy at NWF. “We need to quickly return to building our clean energy future for people and wildlife, and we need to make sure these investments benefit the people who are building the projects and those who are living with them.” “LCV is proud to support Rep. Tonko, Rep. Budzinski, and Sen. Heinrich’s Good Energy Jobs Act because federal investments into clean, affordable energy infrastructure should provide high-quality jobs and meaningful benefits to communities hosting these projects. This bill ensures that public dollars go towards building good, family-supporting jobs and strengthening domestic manufacturing. Thank you, Rep. Tonko, Rep. Budzinski, and Sen. Heinrich for introducing legislation that ensures clean, affordable energy keeps delivering myriad benefits to communities, including reducing emissions and costs for ratepayers, creating jobs, strengthening domestic manufacturing, and driving investments across the country,” said Matthew Davis, Vice President of Federal Policy at the LCV. Additionally, North America’s Building Trades Unions (NABTU), California Forward, and Data for Progress support the bill. “At a time where our nation is experiencing unprecedented energy demand, the Good Energy Jobs Act is a huge step in the right direction towards ensuring that the working men and women who build our communities are protected and supported by the federal government. The proposals in this legislation will aid in constructing projects in a timely and safe manner all while benefitting local communities,” said Sean McGarvey, President of NABTU. “We are in a moment where diversifying our economy to build energy sources beyond fossil fuels is critical to our security, competitiveness, and fiscal stability. By attaching labor and community standards to public dollars, the Good Energy Jobs Act ensures that new clean energy projects will be built faster, better, and with strong and tangible benefits for the places in which they are sited.  That's not just good for these projects today; it's good for Americans long into the future,” said Kate Gordon, CEO of California Forward. “We see consistently in our polling that voters don’t just want clean energy development — they want clean energy development that will actually benefit their communities,” said Ryan O’Donnell, Executive Director of Data for Progress. “Wage standards, community benefits, and the right to unionize are all popular requirements that build local buy-in while helping address the cost-of-living crisis facing Americans right now.” A fact sheet of the bill is here. VIDEO: Budzinski Meets with Gateway Memorial Hospital CEO, Demands Reform to Improve Operations

Position: The release describes Rep. Budzinski's meeting with Gateway Regional Medical Center leadership and states she is pressing the hospital to make improvements in patient safety, billing, staffing, and financial stability to maintain quality care and Medicare and Medicaid funding.

GRANITE CITY, IL — Yesterday, Congresswoman Nikki Budzinski (IL-13) met with leadership at Gateway Regional Medical Center to address serious concerns surrounding patient-safety and the hospital's ongoing financial crisis. In an exclusive interview with KMOV David Amelotti, Budzinski shared what was discussed in the closed-door meeting and emphasized what must be done to ensure the community continues to have access to quality care and hospital staff have the resources they need. Watch the full interview HERE. In August, reporting from KMOV raised serious concerns around billing and staffing issues at Gateway that were impacting patient care. Budzinski immediately sprang into action, reaching out to the state and ultimately sending a four-page letter to American Healthcare Systems CEO and Gateway Regional Medical Center CEO, Michael Sarian and Joe Ottolino, demanding clear answers on Gateway’s finances, employee benefits, and staffing stability. In response to the letter, hospital leadership agreed to meet with the Congresswoman in person. Budzinski visited the hospital to hear directly about the challenges facing the facility, and discuss a path forward to address concerns about patient care and the hospital’s financial stability. Going forward, Budzinski is pushing Gateway to make serious and meaningful improvements to adequately serve patients in the community and remain in a position to provide the quality care patients deserve and continue receiving critical Medicare and Medicaid funding. Budzinski, Pappas, Krishnamoorthi Lead Letter Urging USPS to Revoke Rule Codifying Mail-in Voting Executive Order

Position: The lawmakers oppose a USPS final rule codifying an executive order on vote-by-mail, argue that mail-in voting is safe and that the rule addresses nonexistent fraud, and urge the Postmaster General to revoke it.

WASHINGTON, D.C. – Today, Congresswoman Nikki Budzinski (IL-13), Congressman Chris Pappas (NH-01), and Congressman Raja Krishnamoorthi (IL-08), led 97 Members of Congress in a letter to Postmaster General David P. Steiner, calling on him to revoke a Postal Service rule that codifies President Trump's Executive Order targeting vote-by-mail. In the letter, the lawmakers argue the rule addresses a problem that doesn't exist. They point to a 2025 Brookings Institution study finding an average of just four cases of voter fraud for every 10 million mail-in ballots cast — and that states using universal mail-in voting have among the lowest fraud rates in the country. “The evidence is clear: voting by mail is safe, effective, and helps to ensure everyone is able to execute their constitutional right to vote. USPS has played an essential role in elections for generations – and it is our fear that this final rule risks harming the democratic process and severely damaging USPS’s relationship with the millions of Americans who rely on USPS to deliver ballots every election cycle,” the members wrote. The lawmakers warn that if the rule survives legal challenge, it would carry real consequences: disrupting operations for tens of thousands of USPS employees, creating new obstacles for tens of millions of voters who rely on mail-in ballots, and further eroding public trust in the electoral process. “Under this rule, USPS would be asking its employees – many of whom are already overworked and understaffed – to essentially act as election judges by cross-referencing mail-in ballots with lists provided by states. It is irresponsible to impose these additional and undefined responsibilities that would be outside the normal expectations of a USPS employee,” they continued. Congresswoman Budzinski has been a staunch advocate of improved mail service, while strongly opposing efforts toward privatization and proposals that would reduce service reliability and speed for rural communities. Budzinski leads the bipartisan Congressional Postal Service Caucus, a bipartisan group that focuses on these issues in the House of Representatives. The full text of the letter is HERE and below: Postmaster General David P. Steiner We write to express our grave concerns with the United States Postal Service’s (USPS) Final Rule entitled “Ballot Mail For Federal Elections” issued on August 21, 2026. If implemented, this rule would throw our nation’s entire election system into a state of uncertainty and chaos just weeks before states begin sending mail-in ballots to millions of voters. The implementation of this rule would also further undermine public trust in the USPS’s ability to deliver election mail to the tens of millions of Americans who utilize the Postal Service to cast their ballot every election cycle. As you know, during the 2024 election cycle USPS delivered 99.22 million ballots for Americans from every corner of the country as well as our servicemen and women serving our nation overseas. USPS delivered 99.88% of election mail within seven days of being sent, and 97.73% within three days, with the average time to deliver ballots from voters to election officials being 1 day. USPS was similarly effective in delivering mail-in ballots during the 2022 midterm and 2020 general election and has been relied on to deliver absentee ballots since the Civil War. Voter fraud through vote-by-mail is incredibly rare. In 2025, the nonpartisan Brookings Institution found that there are on average four cases of voter fraud for every 10 million mail-in votes, comprising about 0.000043% of total mail-in votes cast. Contrary to claims by President Trump and his allies that mail-in voting encourages fraud, Brookings found that universal vote-by-mail states had the lowest percentage of election mail fraud. The evidence is clear: voting by mail is safe, effective, and helps to ensure everyone is able to execute their constitutional right to vote. USPS has played an essential role in elections for generations – and it is our fear that this final rule risks harming the democratic process and severely damaging USPS’s relationship with the millions of Americans who rely on USPS to deliver ballots every election cycle. This administration’s actions appear to be a misguided effort to correct a problem that does not exist. As mentioned above, every neutral and nonpartisan study on vote-by-mail shows that there has never been systemic fraud associated with voting by mail. However, the primary comments in support of the rule discussed “voter fraud as a significant problem and lauded the proposed rule for helping to restore voters’ confidence in election integrity.”6 We believe that it is telling that the primary supporters of the rule are arguing in its favor almost exclusively on the grounds that it would help eliminate an exceedingly rare problem. Furthermore, these concerns are compounded by questions about USPS's candor with Congress and the courts. At the June 24, 2026 Senate Homeland Security and Governmental Affairs Committee hearing, you reiterated that USPS would comply with any court orders governing mail-in voting. Yet an anonymous whistleblower disclosure submitted to Senator Blumenthal describes a different pattern: after USPS halted work on the Federal Ballot Mail Portal following the June 25, 2026 injunction, the whistleblower alleges USPS ordered development to resume around July 29, 2026 — while that injunction remained in effect — and that work continued even after the August 27, 2026 Temporary Restraining Order again barred USPS from taking further preparatory steps. This is difficult to square with USPS's own representation in the Final Rule that it would take no action to implement the rule while the injunctions remained in place. Although we believe that this rule is unconstitutional and illegal, we also have grave concerns with how this rule would be implemented given the extremely short time frame before election mail is sent by states and voters. Under this rule, USPS would be asking its employees – many of whom are already overworked and understaffed – to essentially act as election judges by cross-referencing mail-in ballots with lists provided by states. It is irresponsible to impose these additional and undefined responsibilities that would be outside the normal expectations of a USPS employee. Given the Postal Service’s current financial crisis – which you are asking for support from Congress to solve10 – and subpar on-time delivery rates11, it does not make sense to dedicate limited USPS resources to implement this rule, especially when USPS’s existing election mail procedures have proved to be extremely effective. This rule is a solution in search of a problem. For these reasons, we respectfully ask that you halt the implementation of this final rule. We also ask that you respond to the following questions no later than Thursday, September 10, 2026: 1. Has the USPS commissioned or completed a comprehensive financial analysis on the implementation costs of this rule? If so, please provide it to Congress. 2. Did USPS continue development of the Federal Ballot Mail Portal or related IT systems at any time while a court order enjoining implementation of Section 3 of Executive Order 14399 was in effect? If so, please provide the specific dates on which that work occurred and the legal rationale for continuing it while the injunction remained in place. 3. How could USPS represent—both publicly and in the Final Rule itself—that it would take no steps to implement the rule while the relevant injunctions remained in effect, when development work apparently continued during that same period? 4. Prior to issuing this rule, did anyone at USPS coordinate with or seek input from the White House about the contents of the rule? If so, in what form was input requested and please identify all White House political appointees and officials who were consulted? 5. Prior to issuing this rule, did anyone at USPS coordinate with or seek input from local and state election officials about the contents of the rule, specifically surrounding implementation? 6. How many USPS employees are expected to participate in the ballot verification process, and how will USPS fund additional training for employees without disrupting existing mail operations? 7. Given that multiple states begin mailing absentee ballots in a matter of days, under this rule, how does the Postal Service intend to deliver ballots in states that have already printed envelopes for the 2026 general election that do not comply with the envelope design standards required under the final rule? Thank you for your time and consideration. We look forward to receiving your response. $27 Billion and Counting: Budzinski Demands Answers from VA Admin on Exploding Oracle Costs

Position: Congresswoman Budzinski criticizes the growing cost of the VA's Electronic Health Record Modernization contract with Oracle, calls for oversight of the program, and states that taxpayers should not fund additional billions for Oracle while SNAP and Medicaid face cuts. She states she voted to subpoena Oracle CEO Larry Ellison.

WASHINGTON, DC— Today, Congresswoman Nikki Budzinski (IL-13) pressed U.S. Department of Veterans Affairs (VA) Deputy Secretary Paul Lawrence during a House Veterans Affairs Committee hearing on the VA’s plans to give Oracle an additional $17 billion for the Electronic Health Record Modernization (EHRM) program. Budzinski, who has been overseeing the VA’s EHRM program as Ranking Member of the Technology Modernization Subcommittee, questioned the growing cost of the Department’s contract with Oracle — and what it means for veterans, taxpayers, and working families. Budzinski voted with her colleagues to subpoena Oracle CEO Larry Ellison, to come before the committee and speak to these concerns. The VA’s contract ceiling with Oracle has grown by $17.6 billion on top of the original $10 billion agreement signed in 2018 — bringing the total to over $27 billion. This does not account for the additional $439 million paid to Accenture or ongoing sustainment and infrastructure costs shouldered separately by the VA. "This is a program that was promised to Congress in 2022 as on-time and on-budget. That didn't happen," said Budzinski. "It makes no sense that this Administration wants to provide billions more for Oracle, without any clear success, while cutting billions from SNAP and Medicaid. Taxpayers should not have to shoulder billions more for one of the richest companies in the world, while they are struggling to make ends meet in this economy. We have to get this program under control and that’s why I voted to subpoena Larry Ellison to come before the committee and answer these basic questions.” Budzinski noted that Oracle reported record fiscal year 2026 revenue of $67.4 billion, up 17 percent, even as the company has cited "unanticipated complexities" to justify repeated cost increases on the VA contract. Budzinski Celebrates House Passage of Permanent Year-Round E15

Position: Congresswoman Budzinski supports passage of H.R. 1346 to eliminate restrictions on year-round E15 fuel sales, arguing the measure will benefit farmers, energy producers, consumers, and domestic energy production.

WASHINGTON, D.C. — Today, Congresswoman Nikki Budzinski (IL-13) released the following statement following the passage of H.R. 1346, the Nationwide Consumer and Fuel Retailer Choice Act, of which Budzinski is a Democratic lead. The bill would eliminate an outdated regulation restricting year-round sales of E15 and would ultimately expand consumer fuel choices, strengthen domestic energy production, and provide greater certainty for agricultural producers. The bill now heads to the Senate for further consideration. “For years, I’ve championed permanent, year-round E15 as a win for American farmers, energy producers, and consumers. At a time when farmers are under pressure and families are feeling the strain of high gas prices, this legislation delivers much needed relief,” said Budzinski. “Today’s bipartisan action shows what’s possible when we put American energy, rural communities, and working families first. I’m proud to have helped lead this effort and urge the Senate to quickly pass this bill and get relief to the American people.” Rep. Budzinski has been a leading House Democrat advocating for year-round nationwide E15 sales since being elected to Congress. She engaged in debate on the House Floor earlier today where she outlined the importance of passage of the bill. After introduction of the bill, in March 2024, she joined Reps. Adrian Smith, Mariannette Miller-Meeks, and Mark Pocan in a letter urging House leadership to pass a legislative solution allowing permanent year-round E15 sales. Later that year, the policy was included in the year-end Continuing Resolution before being removed during final negotiations. Budzinski then led Democratic colleagues in requesting seats on the Rural Domestic Energy Council and testified before the House Rules Committee urging leadership to immediately bring the negotiated agreement to the House floor. In April, Budzinski also co-led an amendment to include the negotiated E15 language in the 2026 Farm Bill. Although Speaker Johnson pledged separate votes on both the Farm Bill and E15 policy, only the Farm Bill ultimately received a vote. Today, the Congresswoman was proud to join nearly 100 House Democrats in standing up for new market access for growers and lower gas prices for consumers. Today, Congresswoman Nikki Budzinski (IL-13), joined by Congressman Adrian Smith (NE-03), Congresswoman Shontel Brown (OH-11), and Congresswoman Michelle Fischbach (MN-07), gathered outside the U.S. Capitol to urge their colleagues to support legislation allowing the year-round sale of fuel blended with 15% ethanol, commonly known as E15. Budzinski and Bipartisan Lawmakers Demand Permanent Year-Round E15

Position: Rep. Budzinski and bipartisan colleagues urge passage of H.R. 1346 to eliminate federal restrictions on year-round E15 fuel sales, arguing the measure would expand consumer choice, strengthen domestic energy production, and provide certainty for fuel retailers and agricultural producers.

A vote is scheduled for Wednesday in the U.S. House of Representatives on H.R. 1346, the Nationwide Consumer and Fuel Retailer Choice Act, a bill co-led by Rep. Budzinski which would eliminate an outdated regulation restricting year-round sales of E15. If passed and signed into law, the measure would expand consumer fuel choices, strengthen domestic energy production, and provide greater certainty for fuel retailers and agricultural producers. Rep. Budzinski is a leader among House Democrats in fighting for passage. In March 2024, Budzinski and Reps. Adrian Smith (NE-03), Mariannette Miller-Meeks (IA-01), and Mark Pocan (WI-02) sent a letter to House Leadership requesting a legislative solution to allow the voluntary sale of E15 year-round nationwide. In December 2024, a provision codifying the year-round nationwide sale of E15 was included in the year-end Continuing Resolution, but was then stripped out at the behest of Elon Musk. Budzinski remained engaged in discussions in 2025, which culminated in a bipartisan agreement to be included in the Fiscal Year 2026 appropriations package. Ultimately, House Republican leadership decided to drop the policy from the funding bill and instead establish a Rural Energy Dominance Council, promising a vote no later than February 25. Budzinski led five of her Democratic colleagues in a letter to Speaker Johnson requesting that they be named to the Council as key bipartisan champions of the policy, but the Speaker declined and opted to move forward with a partisan task force. She also testified at an emergency hearing at the House Rules Committee, imploring leaders to bring the negotiated agreement up for a vote before the full House immediately. In April, during the House’s consideration of the 2026 Farm Bill, Budzinski was a co-lead on an amendment to include the negotiated language into the Farm Bill. Speaker Johnson then separated the E15 effort from the Farm Bill, promising a full House vote on each policy. The Farm Bill passed, but he never called the E15 effort up for a vote. To watch the full press conference with the members' remarks, click HERE. Congresswoman Budzinski’s remarks as prepared for delivery are available below: Good morning, everyone, and thank you all for being here today. First, I want to thank my Republican colleagues, Representatives Smith and Fischbach, for their leadership and partnership on this issue. As well as my Democratic colleagues who can’t be here today, including Representatives Sharice Davids, Kristen McDonald Rivet, Eric Sorensen, Greg Landsman, and Ranking Member Angie Craig. Thank you to the National Corn Growers Association for bringing all of us together around a cause that should unite every one of us – regardless of party or geography. Because this is bigger than politics. This is about American farmers. It’s about American consumers. It’s about American energy. And it’s about whether Congress is finally ready to provide the certainty our rural communities have been asking for – for far too long. When I first came to Congress in 2023, I made a promise to the people I represent – especially farmers – that I would always look for opportunities to work across the aisle and find common ground. I’ve worked hard to keep that promise. And nowhere has bipartisan cooperation made more sense than on E15. E15 is one of those rare issues where everybody wins. American farmers win because it creates strong and stable markets for homegrown corn. American consumers win because E15 helps lower prices at the pump. Our economy wins because E15 supports jobs and investment in rural America. That’s why this issue is deeply personal to me. I represent one of the leading corn-producing regions in the United States. I’ve sat down with family farmers, ethanol producers, and small business owners across Central and Southern Illinois who all understand the same thing: Year-round E15 works. It works for producers and it works for consumers. Yet despite years of support, years of advocacy, and years of evidence proving its benefits, we are still relying on temporary waivers and short-term fixes to keep E15 available during the summer months. Those waivers may get us through another season, but they do not provide certainty. Farmers cannot plan their future around temporary decisions. Producers cannot invest with confidence when policy changes year to year. And consumers should not lose access to a cheaper fuel option simply because Washington refuses to finish the job. We’ve been close before. In fact, it feels like every year we get right to the goal line – and every year politics, delay, or dysfunction gets in the way. Well, today we are here to say: enough. Enough excuses. Enough kicking the can down the road. The time for permanent, nationwide, year-round E15 is now. The evidence is staggering. Earlier this year, USDA projected U.S. corn production for the 2025–2026 marketing year at a record-breaking 17 billion bushels. At the very same time, USDA warned that supply is outpacing demand. Our farmers are under growing economic pressure, and without stronger domestic markets, many producers are heading toward a crisis. Farmers are facing rising costs, shrinking margins, and growing unpredictability – not because they are failing, but because the system is failing them. And while our producers are struggling, American families are being squeezed. Especially at the gas pump. Right now, the average price of gas nationwide is around $4.50 a gallon. Families need relief. And year-round E15 is the solution. That opportunity does not come around often. So we should seize it. That is why today I am calling on my colleagues – Republicans and Democrats alike – to come together and finally pass permanent, year-round E15 nationwide. Let’s deliver certainty for our growers. Let’s deliver lower costs for consumers. Let’s strengthen American energy independence. And let’s show the American people that Congress is still capable of coming together to solve real problems. Budzinski Convenes Agriculture Advisory Council Amid Rising Costs

Position: Congresswoman Budzinski supports passing a stronger Farm Bill, year-round E15 fuel sales, increased agricultural research funding, and measures to address rising fertilizer costs and tariff impacts on farmers.

EDWARDSVILLE, IL — Today, Congresswoman Nikki Budzinski (IL-13) convened her bipartisan Agriculture Advisory Council at the National Corn to Ethanol Research Center (NCERC) at Southern Illinois University Edwardsville. The Congresswoman answered questions on needed improvements to the Farm Bill, upcoming USDA reorganization, protecting funding for agricultural research institutions, support for farmers facing tariff and export market issues and how Congress is working to address fertilizer costs. “I convened my Agriculture Advisory Council to hear directly from producers about the challenges they’re facing,” said Congresswoman Budzinski. “We had a candid conversation about the realities on the ground, like rising fertilizer prices, the fight to protect conservation dollars, and the importance of investing in agricultural research. We also discussed what can be done to better support our farmers, such as passing year round E15 and a stronger Farm Bill. I remain committed to ensuring the work we do in Congress reflects the needs of our growers at home.” The Agriculture Advisory Council is composed of stakeholders from across Illinois’ 13th Congressional District, including family farmers, faculty from the University of Illinois, Southern Illinois University, Richland Community College, and Lincoln Land Community College, as well as representatives from leading commodity organizations such as the Illinois Corn Growers Association, Illinois Soybean Association, and Illinois Pork Producers Association. The council also includes leadership from the Illinois Department of Agriculture and members of the Illinois General Assembly. CHAMPAIGN: Budzinski Hosts Roundtable With Immigration Groups and Local Leaders

Position: Congresswoman Budzinski convened a roundtable with immigration advocacy organizations and local leaders to discuss immigration enforcement and detention conditions. She is advocating for reforms to ICE and CBP operations, including mandatory in-person medical evaluations, stronger sanitation standards, and unannounced inspections in detention facilities, and has cosponsored the Humanitarian Standards for Individuals in ICE and CBP Custody Act.

CHAMPAIGN, IL — Today, Congresswoman Nikki Budzinski (IL-13) convened her third roundtable discussion with local leaders and immigration nonprofit and advocacy organizations. The conversation focused on immigration enforcement activity across Central and Southern Illinois and how elected officials, community organizations, and local leaders can work together to better support affected residents. “Today was an important opportunity to come together as a community and learn how we can protect our immigrant neighbors. We heard powerful stories from people directly impacted, from organizations doing this work every day, and from local leaders ready to take action,” said Budzinski. “We also discussed the harsh realities inside detention centers across the country and the reforms I’m pushing for – mandatory in-person medical evaluations, stronger sanitation standards, unannounced inspections, and more – to ensure people are treated with dignity.” The conversation included representatives from the following organizations: Ashrei Foundation, Community Legal Access Workshops, Congolese Community of Champaign County, Hoyleton Youth & Family Services, Immigrant Services CU, Immigration Action Committee for League of Women Voters, Immigration Legal Clinic from Western Illinois Dreamers, Legal Aid Society of Metropolitan Family Services, Migrant & Immigrant Community Action Project (MICA), New American Welcome Center at the University YMCA, The Immigration Project, and The Refugee Center. Budzinski has continued to advocate for common-sense reforms to U.S. Immigration and Customs Enforcement (ICE) and U.S. Customs and Border Protection (CBP) operations. Most recently, she became a cosponsor of the Humanitarian Standards for Individuals in ICE and CBP Custody Act, legislation aimed at strengthening oversight and improving conditions for individuals held in federal immigration custody.
