The privileged resolution forced a vote by the full House that would reveal the identities of those who used the slush fund to settle claims for charges made against them by House employees, campaign staff, and lobbyists. Congress has reportedly paid out more than $17 million taxpayer dollars to quietly settle the cases. Congressman Langworthy was one of only 65 members who voted to expose this information to the public. A majority of the 357 members instead voted to refer it to the House Ethics Committee, where the names would continue to be concealed. This legislation brings a common-sense update to a program that has been frozen in time, giving agencies a better option to reduce costs while treating federal employees fairly.” The bill would update the Voluntary Separation Incentive Payment (VSIP) program, first established in the 1990s, which allows federal agencies to offer buyouts to employees who voluntarily leave government service. While VSIP was intended to reduce payroll costs and avoid disruptive reductions-in-force, the program’s $25,000 cap has not been updated in more than 30 years and has lost its effectiveness due to inflation and rising salaries. The Federal Workforce Early Separation Incentives Act removes the outdated statutory cap and allows agencies to offer buyouts of up to six months’ pay. By tying the incentive to an employee’s salary, the program would automatically adjust over time and once again serve as a meaningful option for workforce downsizing. In 1948, Congress enacted a federal statute granting New York State criminal and civil jurisdiction over offenses occurring on the reservations of the Seneca Nation of Indians. While the federal government retained certain criminal authority, the law established a framework in which the State became the primary law enforcement authority on Seneca lands. Over time, that structure has resulted in overlapping responsibilities between federal, state, and tribal authorities, with no single entity clearly responsible for coordinated enforcement. “This outdated jurisdictional framework has created real-world public safety problems,” said Congressman Nick Langworthy. “Our men and women in law enforcement are doing the best they can under challenging circumstances, but when authority is fragmented and accountability is unclear, resourceful criminals exploit the gaps and that’s exactly what we’ve seen happen.
